The central characters in this series are Bumblebee (the leader of the Autobots), Orion Pax (formerly known as Optimus Prime, now just an exceptional Transformer in self-exile that seeks to solve answers to questions that have popped up post-war), Prowl (the strategist and strong right wing Autobot), Jazz (scientist/investigator - basically, the a social Batman of the Transformers), Starscream (the scheming Decepticon who seeks power by subtle manipulation), Metalhawk (an unaffiliated bot that has a deep resentment towards the 4 million year war), Arcee (Prowl's secret assassin) and Shockwave (the brilliant Decepticon scientist with his own, Thanos-like plans).
Ironhide and the Dinobots play a major role in this volume, but it remains to be seen if they will be ongoing characters in this series.
Barber does a very nice job detailing what a post Civil War society looks like with all of the resentments and new coalitions that form, as well as the problems that new governments face in solving problems. The art is excellent.
