細かくセッティングできる、パワーアップキットの機能は、なかなか使えます。

激戦区の弱小国（例・厳白虎や孔融）などの兵士を増強したりしても面白いですね。

シナリオに寄りますけど、すぐに数に物を言わせ攻めて来る強国（袁紹など）と弱小国を強化して

コンピューター同士の対等に戦いを繰り広げるのは傍から見物してるのも一興です。

新君子で洛陽などでスタートして、周りは強敵だらけで奮闘するのも良し！

中原より遠い所で国力を充実するも良し！

エディット機能の新武将の作成とアイテム造りは、時間を忘れて没頭しました。

私的には（飛射・突撃）のどちらかは外せない！！

初心者の方は、戦闘・内政・人事・外交など、慣れるまで時間が掛かると思いますけど、

コツを覚えて楽しくなってきたら、時間などあっという間に過ぎます。

値段も手頃ですので三国志９パワーアップキットを騙されたと思ってプレイして見て下さい

絶対ハマルはず…　お勧めします。

ノーマルバージョンは、はっきり言ってシビアです。
シナリオによりますけど、小国で始める場合は、
大陸の２/３を制圧してる曹操などの大軍に立ち向うには、
それなりに注意力、判断力、決断力、など必要になります。
早期に弱小国を自軍の物にする為に、速攻で攻め取らなければいけません。　
チンタラ内政などをしてると、時すでに遅し！
すでに歯が立たなくなるほどの戦力差になります。
三国志９の初心者の方やプレイに自身が無い方は、
イザと言う時、神業的修正可能な、パワーアップキットをお勧めします。

パワーアップキットになると、武将の能力を簡単に変えることができてしまい、豪傑でも弱く設定、または逆のこともできます。個人的には、豪傑や知略者を迎える喜びが半減してしまうような気がしています。忠誠度も操作できますので、登用も簡単にできます。君主の抱える兵士数まで操作できますので、統一は簡単に行えると思います。

個人武将プレイから君主プレイに、三國志の原点に回帰した作品です。ターン性やグラフィックなどシステム面で大幅に進化しているところは大変いいですが、前作の７・８で個人武将で自由奔放なプレイに慣れている方は少し抵抗があるかもしれません。
ただ、本ソフトはパワーアップキットが標準装備されているので、危うくなると敵の兵数や城壁の防御数、兵糧などを調整できますので、初心者の方は最初に本作をプレイされてから、次作１０や前作７・三國志VIII (説明扉付きスリムパッケージ版)を個人武将でプレイするといいかもしれませんね。
また、本作はオリジナルの武器（武具はデフォルメですが名称は自由）や新規武将は登録（あくまでも君主として[操作は可能]、家来の一員として[操作不可]）できますので、それなりに楽しめるかもしれません。（家来の場合、もしかすると前君主が死亡し新君主に登録武将が選任された場合は操作できるかもしれません）
