この作品の主人公は、織田裕二しかいないと思っていましたが、まさにはまり役だと思います。現実的でないディフォルメされた描き方が多い中で、この作品は、より現実的に迷いの度合いをよく表現しています。それを織田裕二がみごとに演じています。続編を是非期待したいです。しかし、県知事役と県議長役は、どうもリアリティが不足している気がしてなりません。

この映画の上手いところは「官庁＝悪」「民間＝善」という単純な構図にしなかったところだろう。

スーパー満天堂は極端な例かもしれないが、こちらの方が県庁より問題の根が深いし、ある意味「官僚的」である。賞味期限の切れた食材で弁当を作るのは、食中毒シーズンを過ぎた季節なら「実害」は出ないかもしれないが、某大手乳業会社が夏場に似たことをやって食中毒を出し、会社解散の一歩手前までいったのは記憶に新しい。
それより注目すべきは「県庁さん＝野村（織田裕二）」に弁当のことを指摘された副店長の態度。厨房を二つに分け、邪魔な「県庁さん」はＡグループに、実戦部隊はＢグループとし、「県庁さんに責任が及ばない」見返りに「県庁さんが他のセクションに口をはさめない」ようにした。まさに官庁お得意のセクショナリズム。

野村は「県庁の星＝若きエリート」という設定だが、大企業の本社管理部門の「できる社員」と同じである。「マニュアル人間」と見る人もいるだろうが、彼は「マニュアルを自ら作る能力がある」し、新企画のプレゼンも要領を得ている。ただ、実務経験はないから、プロジェクトのある部門の長として配属すると、スーパーと同じような失態を演じる。
「厭味なエリート」から「熱血漢」に変身した理由が、「プロジェクトから外された」というのは少々ご都合主義だが、その後の話の展開はうまい。彼がスーパーで「改革を推進」できたのは、二宮（柴咲コウ）という「現場をよく知っている優秀な参謀」がいたから。これは実社会でも同じである。

彼の「県庁での改革」に対する「知事の対応」は十分予測できた。
ラストの二宮とのロマンスは「おまけ」。言い換えると「映画を最後まで見てくれた観客に対する監督からのプレゼント」である。

仕事はマニュアルに従って、誰よりも完璧にこなしてきた主人公。プライベートも恋愛もキャリア志向で順風満帆。民間交流でスーパーの業務に就いた彼の仕事ぶりは、理論的だけど現場感覚、お客志向に欠け惨敗し、さらに官僚組織からの裏切りで挫折。ここから人間性を取り戻し、そしてこれまでの知識と経験を生かして息を吹き返す。
官僚の非庶民性を如実に風刺し、結構面白いと思いました。ラストもほほぅっ、と共感というか現実はそうだよねっ、て感じで納得できます。
まぁ、いつもの織田君の映画ですね。
