銀河旋風ブライガー、銀河烈風バクシンガーに続くJ9シリーズ第3弾がDVD単品化。

30世紀の太陽系を舞台に、ブラディ・シンジケートを相手に一世一代の賭けを挑む羽目になったI・C・ブルース以下JJ9（ダブルジェイナイン）の活躍を描いたロボットアニメ。

「80日間世界一周」をベースにした青春活劇になっており、ブライガーやバクシンガーとは違ったとことん明るいタッチが特徴。ただ、ブライガーやバクシンガーに比べてみるとやや地味に映っているのが難点。

この巻はブルースのキザな魅力とロックの粋のよさ、ビートのひょうきんさにバーディの小悪魔的な魅力が描かれています。
