地方公共団体の財政が緊迫しつつある中で，NPOが注目されている。すなわち，官＝非効率【悪】，民＝効率的【良】という単純な自由主義的発想を基軸として，役所の仕事は民間に委託しよう，という議論である。そのうえで，民間とはいえ営利企業に委託するのは躊躇されるから，｢非営利｣であるNPOなら問題ないだろう，という流れである。
既に，NPOは介護保険などに顕著にみられるように「福祉の担い手」として期待され，あるいは，自治体業務のアウトソーシングの受け入れ先として有力な存在と考えられ，委託を進めているところもある。
こうした考え方の背景には海外，特に北欧諸国における成功例が念頭にあると思われ，そして学者の議論も海外の理論をそのまま日本に持ち込もうとする傾向があるように感じられる。

この本に収められた論文には，このような思考が典型的に現れており，あまりにも単純にNPOを「善なる存在」として無批判に期待を寄せていることに危惧を感じる。中には，浅野史郎前宮城県知事の言葉を借りて，「NPO性善説」に異をとなえる部分があるにせよ，基本的には硬直化した財政の中で自治体経営に風穴をあけるのがNPOであるという姿勢はほぼ共通しているようである。

だが，そもそも北欧は，自由主義を制限し社会民主主義的な発想による福祉制度を構築している。官＝悪とは捉えられていない。考え方が根本的に異なる国の制度をそのまま日本に持ち込んでもうまくいかないのは明白だろう。日本ではNPOという定義もあいまいだし，規制や監督があるわけでもない。｢NPOだからなんとなく良い存在｣といういいかげんな基準が実際のところではないか。

北欧至上主義，NPO性善説，自治体＝非効率というドグマに陥っている学者先生には失望するのみである。
