通産省（現・経済産業省）事務次官だった佐橋滋をモデルにした小説。1960年代、日本の産業の国際競争力を確保するために特振法という法案制定に尽力する官僚たちを描いている。結局、この法案は成立しないのだが、官民協調と体制金融という日本の産業政策の基本となる。

こうした統制経済的発想は、やはり戦前の官尊民卑な「天皇の官僚」の発想ではあるが、高度成長期の日本の基盤となったことは事実であり、チャーマーズ・ジョンソンの「通産省と日本の奇跡」、エズラ・ボーゲルの「ジャパン　アズ　NO１」にも指摘されるところだ。一方、「過当競争を排す」「資源の効率的分配」の名のもとに官僚支配の成立（結果としての天下りの横行）や新規参入の障壁ともなった。ホンダが自動車製造に参入しようと試みた際、通産省が否定的だったのは有名な話だ。

作中では風越信吾となっている佐橋は「ミスター通産省」と呼ばれ、政治家をものともしない大物次官だったが、一度は特許庁長官になって次官レースから外れるなど敵も多かった。次官就任後も、当時の三木武夫通産大臣に比し、「佐橋大臣、三木次官」などといわれた。親分肌で人事好きでも知られ、面倒見もよいが結果として「佐橋派」なるものを生む弊害も残した。佐橋自身は民間への天下りを拒否し、退官後は余暇開発センターの理事長というやや閑職につく。これを評価する向きも多いのだが、実は反佐橋陣営の画策の結果ともいわれている。

城山氏の書き方は対象の人物寄りであることが多く、「官僚たちの夏」でもおおいに風越（佐橋）寄りに書かれている。悪く書かれる当事者にとってはたまったものではないだろうが、この本がなければ佐橋氏や官僚の生態について興味を持つこともなかったかもしれない。

本著は、すばらしい書評が数多く見られる名著である。

高度成長期、バブル経済下においては
官僚たちの問題として脚光を浴びたが
現在、日本企業が抱える構造的な問題点をも指摘しています。

本著を読まれて、同じように感じる方も多いのではないでしょうか。

私が戦後日本の経済政策史を勉強していた頃、出会った小説。官僚と言えば現在では皆悪者のように思われがちだが、この小説の主人公はいまで言う「構造改革」に邁進する通産省の改革派官僚である。しかし、保守派の官僚の親玉が大臣と組み、主人公を左遷させる。これは現実にあった事件で、誰が誰とわかるようになっている。主人公の挫折の悲しみと政争の醜さが迫ってくる。現在にも読み継がれて欲しい名作である。
