新聞で好評を受けていたので購入しました。評価はきびし目ですが、イギリスがどのような背景を持ちながらイラク戦争に加担したかが分かります。

気になったのは、次の2点。
1必ずしもイギリス全体が参戦に好意的ではなく、首相の意思が大きなウェイトを占めている
2本来、左翼的な労働党の党首であるブレア首相が、戦争にも積極的な保守党と同じ思考回路を持った

そして、この2点が日本にも当てはまるということ。これが、本書を読んで得た一番のポイント。詰まるところ、思想の自由はあっても、政権を担うという重責下では、選択肢が非常に限られるのではないでしょうか。日本の行く末を占う上でも、本書は役に立ちます。

なぜブレアはブッシュのイラク戦争に加担したのか？　２次大戦後イギリスが世界で指導的な役割を果たそうとすれば、米国との協力関係がなければ不可能であるという指摘。人権のためには他国への武力介入も正当化されるブレア労働党の倫理外交の理念。ブレア政権がイラク戦争に参戦した理由について、歴史的な文脈を踏まえた多角的な議論が展開されている。
　さらに本書の興味深いところは、民主主義や世論との関係に関する指摘である。ブレア政権の情報操作の過程についての分析もさることながら、
ブレアが少数の側近達だけで重要な政策決定を行うことで内閣制度が変質しつつあり、これは民主主義にとって深刻な問題をはらむことになるのではないか、といった重大な指摘がなされている。
　他にも世論の微妙な動向についての分析や、野党・保守党の支持で、イラク参戦への批判派が政党政治レベルで大きな声とならないとの指摘。また労働党内のイラク戦争批判が、単なる反戦・平和主義ではなく、人権のための武力介入を肯定した上で、イラク戦争にいたるブレアの政策決定のやり方や説明責任を批判したものである、といった興味深い指摘もなされている。

　ブレア首相は、なぜイラク戦争に踏み切ったのか、その戦争でイギリスはどのような役割を果たしたのか、…。本書は、このような疑問に鋭い切り口で迫る。読み進めていくうちに、日本のことを考える。例えば本書は、イギリスが世界第二の警察官になろうとしていると述べることで、日本の自衛隊も結局そのような道に入る可能性を示唆しているのではないか、というように。そして、世界のことを考える。日本は、一部の先進国が世界を軍事的に管理するような体制作りに協力すべきではなく、どの国も対等で仲良くしていける世界を作るために、今こそ平和憲法を活用すべき時なのではないか、というように。このようなことを次々と考えさせてくれる本だった。
