　「雇用不安」との題は、もう珍しくありませんが内容は他の雇用を扱っているものとは一味違ったもので、
「規制緩和」や「社会保障の整備」などとひたすらに政策を訴えるものではありません。
　日本の雇用や体制がどのように完成され、どんな効果を発揮してきたのかを分析し、

雇用を中心として日本国が作られていたんだと訴えます。単純に雇用の危機を嘆き、
他国の政策を導入することで物事を解決しようとする考えの浅はかさを説き、日本の中心であった
「雇用」崩壊の意味するものを洗い出します。日本の雇用問題は、ただ労働市場の整備をするだけで
解決されない問題が潜んでいるんだということを教えてくれる本だと思います。

雇用に興味がある方は、必ず目を通しておくべき本です。視点が広がると思いますよ。

日本的な福祉社会（ワークフェア）を考える上で、「全部雇用」概念の重要性を指摘。「全部雇用」を維持することで失業の増加へ対応することを提唱するが、「公正」をスタンダードとする今日の潮流の中では説得力を持ち得なかったと言うことか。また、「全部雇用」論は労働供給のあり方から説明することに止まっており、今日のデフレ経済はこれまで機能していた「全部雇用」の一定の需要サイクルに対する緩衝剤としての効果を超過するもので、だからこそ「全部雇用」の衰退という事態を招いたという方面から分析することもあり得るか。いずれにしても、98年以降の劇的な雇用環境の変化を踏まえ、これらの議論を再検証すべき時期にきている。
構造的特質の分析なき雇用政策への批判については、逆に、このような（社会学的）労働研究の影響力のなさへの批判として返される可能性もあるのでは。

　本書は1998年の発行であり、現在、問題になっている非正規雇用の拡大を招いた労働者派遣に関する規制緩和の行われる以前の状況について書かれたものだ。しかし、戦後日本の比類なき低失業率に関する詳細な分析は、現時点でも有益な内容となっている。
　著者は、かつての日本の低失業率を「全部雇用」と呼び、その背景として、大企業がすぐにリストラに踏み切らない「雇用保蔵」に加え、繁閑に応じて柔軟に家族労働を吸収する自営業（農業、小規模な製造、小売業）と、失業した場合に再就職を断念し労働市場から撤退する女性労働者などを指摘。本書出版時点で、グローバリズムや規制緩和などでそういった受け皿が崩壊しつつあることに警鐘を鳴らして、エコロジーとフェミニズムの視点を取り入れた新しい「全部雇用」の必要性を訴えている。
　残念ながら、現実は著者の思いとは裏腹に、規制緩和を通じて雇用のクッションは非正規雇用に移り、ワーキングプアなど深刻な問題を招いている。しかし、かつての「マチの商店街」の、雇用確保に果たした役割の指摘は、地方における中心商店街の問題との関連でも、再認識されていいだろう。
