「戦国BASARA2」のマイナーチェンジor追加パック程度だと思います。
BASARA2を相当やり込んだ方は、不満があるかも知れません。

「戦国BASARA2」の数人のキャラクターのみしかクリアしていない方は、
是非お勧めします。

私は、怪我をして暇になった2ヶ月前から「戦国BASARA」→「戦国BASARA2」
→「戦国BASARA2 英雄外伝」と進めたので、とても楽しめました。

.システムの小変更（やり込んだ強い武将が一人でもいれば、他のキャラを育てやすくなった
.ある程度2Pが出来るようになった（画面が粗いのでお勧めしませんが・・・）
.8人の武将のストーリーと、マップが増えた。（私はこれだけでも）

PS2だけをお持ちの方は、「戦国BASARA2」＋「戦国BASARA2 英雄外伝」
Wiiがある方は、上記が2本組みになっているので、こちらをお勧めします。
（WiiコントローラはあまりBASARAと相性が良くないらしいので、
クラッシクコントローラでプレイした方が良いみたいです。）

1作目から離れてたBASARAですが、お市プレイ可能ということで購入。
相変わらず遊び心を忘れていない作品でした。笑
いつかBestになったら購入しようと思っていたので、
個人的には満足です。

各キャラ、クセがあって最初は固有技などの扱いに戸惑うかもしれませんが、
アクションゲームが苦手な方でも簡単に入り込めるゲームだと思います。
あくまで実際の史実を求めるなら無双シリーズかな…というところ。
あと、私は未だにPS2初期型を使ってるのですが、
特にフリーズもなく（2play時は同じ場所にいると動きが鈍くなりますが）
快適に遊べてるので、それも含めてオススメです。

酷評が多いですが、私はわりと楽しめました。
みなさんのおっしゃる通りオープニングアニメには酷くがっかりしましたけど。
メイン三人のストーリーより、真田幸村の外伝ストーリーに笑わされました。
とにかく彼は馬鹿だなぁとニマニマし、猿飛佐助扮する天狐仮面に心臓鷲掴みにされました。
天狐仮面かわいそう(笑)
風魔小太郎が外伝ストーリーっていうのが意味わかりませんでしたが、内容はよかったです。
ただラストが…既存プレイキャラの忍二人が大好きな身としては(^_^;)
