戦後のというか大日本帝国が崩壊して軍隊という強権が消滅した後、金が全ての
世の中という認識が増殖し日本を覆い尽くしていくのを自らその中に首まで浸かり
ながら助長してきた金力政権の内幕をある意味シンボリックに、コミカルに描いた
秀作ですね。

話としては現代にもそのまま通じる省庁の利権（公共事業の許認可権）に群がる
ゼネコンとそれを仲介して私腹を肥やす族議員、政府与党の腐敗ぶりが浮き彫りに
されており、登場する政治家、官僚、マスコミ、金融業者等々全てが曲者でどこにも
救いが無いという正にタイトル通りの黒い構造が良く理解出来ます。

年配の世代には池田、佐藤（両元首相）の政権禅譲？の裏事情や二人の田中（彰治、
角栄）の代理闘争、また官僚出身の黒金（官房長官）と森脇（下町の金融王）の食うか
食われるかの虚実の対決などを各々実力派の俳優が演じていて非常に楽しめるのですが、
特に宇野重吉さんの珍しい悪役（高利貸し）と仲代達矢さんのエリート政治家の化かし
合いは本作の最大の見せ場となっており、山本監督の面目躍如というところでしょうか。

本作は利権汚職の典型的なケースを取り上げていますが、現職の国会議員は本作を
観てもう一度襟を正し、特に初当選議員は政治家は如何にあるべきかを肝に銘じて
国民の負託に応えていってもらいたいですね。政権交代が近づく中、あるべき政治の
姿を問う反面教師として格好の一作だと思います。

　封切りの時に観た時は、ピンと来なかったが、見直すとなかなか面白いことに気づいた。登場する政治家は実際を彷彿させるものもあるが、それ以上に国民のことなど一切眼中にない連中ということで、そら恐ろしさを覚える。
　登場人物は全て「悪い奴」である。仲代達矢のクール、三国連太郎の怪演、宇野重吉の入れ歯を変えて形相を変えての熱演。そういう演技の渡り合いも見所である。

　山本薩夫監督というと、日本共産党の党員監督という
先入観があって、最初から避けていたところがありまし
た。ところが、最近『傷だらけの山河』(1964)や『白い巨
塔』(1965)を観て、「まず、楽しく、面白いものをつくる」
（『山本薩夫演出の周辺』での吉永小百合の発言）姿勢
を感じ、文字通り見直す気になりました。
　本作は、金にまみれた「保守政党の腐敗を暴露する」
（自著『私の映画人生』）というねらいでつくられています。
しかし、直前の『戦争と人間』(1970-73)や『華麗なる一
族』(1974)に比べると映画としてのボルテージが下がっ
ているように思います。思うに、こういうテーマは思い切
りシリアスにするかコメディにしてブラックユーモアを楽
しむかに限ります。どちらにも徹し切れなかったのが原
因かなと思います。
　もっとも、最近は少なくとも中央政界ではこの種のス
キャンダルを聞かなくなりました。政治資金の透明化、
政党への公費助成そして入札改革などが進んだせい
でしょうか。結構なことです。本作を観ていてどうしても
冷めてしまうのは、そのせいもあるのかもしれません。
