オンラインゲームのムービーキャプチャ（非圧縮AVI）を
編集してエンコード出力したかったのですが、Windowsに
標準のムービーメーカーより高機能なものがほしくてこれ
を買いました。

が、ムービーメーカーは単純な分操作もわかりやすかった
のですが、PremiereElementsは非常にとっつきが悪いです。
マニュアルなど読まなくても一通りの基本的なことができ
るようでないと、道具としては使いにくいでしょう。
マルチコアに対応している点は評価できます。
