1977年に制作したものの未発表に終わったアルバムの名を冠した本作は、クレイジー・ホースのラルフ・モリーナやベン・キースら、お馴染みのメンバーを伴って録音。かねてから書き溜めていた楽曲を3曲+新曲が7曲という構成で、なかには18分半と13分にも及ぶロング・トラックが2曲含まれる予定。

本作のタイトルはクローム・ドリームス２だが、過去にクローム・ドリームス（１）が発表された訳ではない。その作品は７６年１１月に発売予定だったのがお蔵入りになり、ライク・ア・ハリケーン等の収録予定曲はアメリカン・スターズン・バーズ等のアルバムに散っていったのである。その作品と本作とは直接関係ないが、彼が３０年前から引きずっていたアイデアが形を変えて結実し、今の世に問うべく発表されたのが本作ということになろうか。冒頭３曲は８０年代後半に作られてこれまで未発表だった曲を新しく録音したものである。本作で彼を主にサポートするのはベン・キース、リック・ロサス（ベース）、そしてクレイジーホースからドラムのラルフ・モリーナ。ストレイゲーターズとクレイジーホースの混成のようだが、それに応じてか曲はアコースティックの穏やかな曲からエレクトリックのニール節全開の曲まで多様だ。

美しいアコースティック・サウンドのＭ１、バンジョー入りのＭ２、合唱隊を交えたＭ１０、他にＭ４、Ｍ５、Ｍ８がフォーク／カントリー色の強い曲。特にＭ４はジョニ・ミッチェルのシャインに通じる祈りの歌詞が素晴らしい。その他の曲はニールならではのロック色が強いが、最大の聴きものは、それぞれ１８分、１４分を超す長尺のエレクトリック・ロックのＭ３、Ｍ９。ニール独特のギター・サウンドも声も健在。年齢を全く感じさせずこのような大曲に果敢に取り組むニールのアクティブさには脱帽する。Ｍ３は重厚なホーン・セクションの起用も要注目。

３曲で道が重要なテーマになっているが、ブルース・スプリングスティーンのロング・ウォーク・ホームに通低するものを感じる。直接的に政治を批判する歌詞はないものの、社会に関わるニールの姿勢は健在だ。結論として本作はニールの快心作と位置づけられるだろう。
