　水野キングダムという架空の国家で、視聴者から送られてきた提案によって様々な諸問題を解決していくという番組。毎回一人の議員が議長となり、視聴者からの提案を紹介していくのだが、この番組の肝は議長には他の議員からの疑問を全て受け止める義務があるということだ。正直、視聴者からの提案それ自体は、軽いアイデアであって、例えば

「ひったくり防止策としての提案」
↓
「見た目ショルダーバッグだが、ヒモだけが取れるウエストバッグにすればいい」

といったものである。他の議員は無論その提案にバシバシ突っ込みを入れていく。議長はそれを如何に提案として成り立たせ、且つ即発的に面白い方向に持っていくかの技量が試される。この上なくシビアな新しい大喜利の形がそこにはある。このＤＶＤの場合、多く議長を務めている千原ジュニアの卓越したセンスがこの番組を面白いものに仕上げているといってもいいだろう。並の芸人では成立すら危ういスタイルである。またこの番組ではネタを振る側と振られる側両方のチームプレイも魅力で、この提案でそこまで持っていけるのかという驚嘆もあり、多くの台本に沿ったお笑い番組とは一線を画している。そういう意味ではお笑いファン好みと言えるのかもしれない。
　最早ただのお飾りとなっている、リットン調査団水野国王も、何故かそれはそれで座りがいい。水野透の初冠番組と銘打つ事自体がボケであり、そう考えていくとやはりお笑いファン好みの作品なのだろう。

千原Jrやケンコバたちが下準備なしでプレゼントークを繰り広げます。
選りすぐりの芸人たちが黙って聞いている訳がなくプレゼンターにいやらしい質問の嵐。
それをどう笑いにつながる回答するか、芸人の腕が試されます。

ゴールデンの温い予定調和バラエティでは満足できない方にお勧め。

この番組の噂を聞いていたし、リットン水野を初め好きな芸人ばかりでしたが内容は並。
芸人達がゼロから笑いを生み出すのではなく、視聴者から送られてきたイラスト（ほぼサブい）から発想・連想させるという笑いが個人的に素直に笑えない要因でした。
あとボリュームに少々不満。
パッケージ裏に載っている芸人のほとんどがあまり喋りません。
「民法各局が嫉妬！」とありますがやりすぎコージーのが笑えます。
