ＧＴＡシリーズほどの自由度のトゥルー・クライム ニューヨークシティ。ふつうにドライブをしていても事件発生。事件は事件でもホームレスの喧嘩や、車窃盗事件など、さまざまな事件があります。
車、武器、食べ物、ＣＤ、などを買うことができ、髪型、服装なども変えることができます。前作とは違いバイク、タクシー、地下鉄をつかうことができ、タクシーと地下鉄はお客として乗ることができます。

まぁとにかく、自由度がとても高いゲームです。

フリーズが多いと言う方がいますが、自分が使っているSCPH-70000ではほとんどフリーズは起きません。ただ裏技をするとたまにフリーズしますが、今までプレイしていてフリーズしたのは二、三度ほどです。正義を貫くもよし、汚職に手を染める悪徳警官になるもよし、最高の自由度をぜひ味わってみてはいかがでしょうか?

ゲーム内容は★4ですが一度フリーズするとクセになった様にフリーズします(PS2薄型SCPH-70000)読み込みが出来ないなど調子が悪く…いつフリーズするか心配しながらプレイしてつかれました。
