出来ることは限られる（建物や道路が自由に建てられない）が、A.IV.のような「何でもできるが何をしたらいいかわからない」のような状態になることもなく、なかなか楽しめる作品だと思う。特に103系、113系など国鉄時代の車輌も多く収録されており、鉄道マニアの人には感動ものではないだろうか（もっとも、自分が感動したからであるが…）。

ただ、640x480という低解像度、「生活に資材が必要」と銘打っておきながら大商業地帯でも近くに工場1つでもあれば資材不足にならないという内容はどうも中途半端。この中途半端ささえなければ★５をあげてもかまわない作品だった。

基本的には｢６」と同じシステムですがそれを難化させた作品らしく、トラブルが起こると発展が止まり、また、さらにひどくなると衰退もするようです(トラブルが起こると「停滞中です。資材が不足しています。」「停滞中です。乗客の利用数が不足しています。」「停滞中です。駅間の接続に改善が必要です。」などといったメッセージがでてきて発展が止まってしまいます。さらに放っておくと「衰退中です。」というメッセージに変わって文字通り、衰退してしまいます(悲)。)。
「６」と同じような気持ちでやっていると痛い目を見ます。
逆境を切り抜けるための知能が要求されるソフトなのでその意で星５つにしました。

値段相応の出来なんでしょうが、
1.PS2版で指摘された線路の敷設しにくさは相変わらず。
2.PS2版より画質が劣るし、しかも640×480という旧世代のウインドウサイズ表示。
ちょっとは改良して下さいよ、と言いたくなります。

パワーアップキット2本が同梱されているので、車両の種類は充実してますが。

車両がとてもきれいでOKです。ただ自分で道路が引けないことや、建物が建てれないこ、地下線路や地下駅を設置できないことが物足りない。
