MPEGファイルのカット編集ソフトウェア。本製品では、「スマートレンダリング機能」を搭載し、「GOP単位」のカット編集ではなく「フレーム単位」でのカット編集が可能になった。また、より簡単にMPEG編集が可能になり、出力したファイルは「TMPGEng Plus 2.5」「TMPGEnc 3.0 XPress」「TMPGEnc DVD Author」で利用することが可能。さらに、DVD解像度である720×480(480i)に加え、ハイビジョン解像度のMPEGファイルのカット編集にも対応(最大1920×1080)。ほか、家庭用DVDレコーダなどで録画したDVDディスクを入力素材として利用することもできる。ドルビーデジタル音声(AC-3)のエンコード/デコードを可能にする機能拡張プラグイン「TMPGEnc Sound Plug-in AC-3」を付属。

私の所有しているPSXでは編集機能が弱いので、このソフトでDVD+RWからMPEG形式で取り込み＆不要なシーンのカットを行い、某オーサリングソフト（お奨めしないので記入しません）でメニューやチャプターを打ってDVDを作成しています。
いろいろと体験版ソフトを試してみましたが、AC-3対応でMPEG形式の取り込みが早かったのがこのソフトで、気に入っています（不要なシーンのカットを行わないのであれば、AC-3無し版でも取り込みだけは出来ます）。
ただし、時々MPEG形式の取り込み時にエラーが発生するので、星１つ減です。

5.0 out of 5 stars フレーム単位での細かな編集機能, 2005/8/30
DVDオーサリングソフトなどに付属の機能では、GOP単位での編集しかできない物が多く、CMなどはきれいにカットできません。
しかし、このソフトは、フレーム単位での編集ができるので、きめ細かな編集が可能です。
出力される動画の品質も高く、安定して動作してくれます。この辺はさすがペガシスといったところ。
インターフェースもわかりやすくまとまってます。

しかしながら、MPEG2の編集機能という単機能で、この価格は高いと感じます。
他にいくつかあるTMPGEncシリーズと統合してほしいところです。
ソフトとしては秀逸なので★5つ。

4.0 out of 5 stars 初心者にも優しいし、カスタマイズもできる！, 2005/6/1
DVDのオーサリングツールでは、業務用でSonic Scenaristという数百万のソフトが君臨していて、これを使えばDVD Video Format specificationで規格化されているほぼすべてのコマンドや処理を行うことが出来ますが、字幕までは必要ない、マルチアングルは要らない、ナビゲーションコマンドまでいじる必要がないとなれば、パーソナルユースではこれが一番お勧めです。
GOP単位じゃなく、フレーム単位で編集でき、スマートレンダリングを行っても画質の劣化が少なく、何より再エンコードが非常に高速です。
AC-3(Dolby Digital Audio)については残念ながら、2chまでしか対応しません。
5.1chを活かしたい場合はほかのツールでAC3ファイルを作成してMUXすることで対応できると思います(たぶん)。そもそも5.1chの素材を自分で用意できる環境の方は少ないと思いますが(^^;

UIはとてもわかりやすいです、ヘルプなどは読まないでもすぐ理解できるでしょう。
メニュー設定はテンプレートがあるのでとても便利です。
唯一残念なのが、シミュレーション機能です。メニューを含めたシミュレーションがややわかりづらいです、操作はとてもわかりやすいのですが…
