1989年作品。プロデューサーに、U2、ピーター・ガブリエルのプロデュースのみならずソロ・アーティストとしても著名なダニエル・ラノワを起用し、ニューオリンズで14曲録音、その中から10曲がこのアルバムに収められた。今作にはネヴィル・ブラザーズやメイソン・ラフナー等が参加し、シンプルで力強い、それでいて愁いに満ちた出来上がりとなった。それは、当時のディランには見られなかった彼らしい個性を感じさせるもので、ここに80年代の傑作アルバムが完成した。ジャケットはディランがニューヨークの街角で目にとめた絵が使われています。

   ボブ・ディランの音楽的な表現にとって、1980年代は確信がもてない変化の時期であった。だがディランは数年ぶりで全曲オリジナルというアルバムをつくり、それは『Infidels』以来の傑作となった。

 『Oh Mercy』の際立った魅力は、プロデューサー／ミュージシャンのダニエル・ラノワ（1曲を除くすべてでディランのバックを務めている）によるところが大きく、人を引きつける濃霧のようなサウンド形成の威力は疑うべくもない。ラップ・スティール、ドブロ、マーシー・キーの重なり、地下をすべるベースは、完璧な音の風土へと誘い、ラオニスとディランの相乗作用は1997年の破壊的な『Time Out of Mind』でクライマックスを迎えた。

   しかし、しっかりしたプロデュースはさておいても、『Oh Mercy』はソングライターとして最高のディランが発揮されているアルバムである。物事の崩壊を嘆く「Political World」「Everything Is Broken」では言葉やフレーズを砕いてみせ、バラード「Man in theLong Black Coat」ではイメージをつないでみせる。痛烈な非難と（「What Was ItYou Wanted」）、自己消去（「What Good Am I?」）の2つのモードに引き裂かれているのは、いつもながらだ。

   感傷的な「Where Teardrops Fall」を入れた計算違いを除けば（全体からういていて聴きざわりだ）、このアルバムにはディラン最高作品のひとつとして、末永く残っていく力がある。（Thomas May, Amazon.co.uk）

プロデューサーにダニエルラノワを迎え製作された。そのラノワとの相性が良かったのかこのアルバムはかなりの高評価を得ている。
そして久しぶりの新曲たちだった為、その評価はうなぎ登りだったのである。
ネヴィルブラザースのシリルネヴィルが参加しそのサウンドを強化しているのだ。

収録曲もポリティカルワールド、エヴリシングイズブロークン、リングゼムベル、モストオブザタイム、シューティングスターなどこの時代を代表するディランサウンドがたっぷり収録されている。
書きたいことが無いと、インタビューで語っていたディランが久々に書き下ろした新曲、そのよさはファンならずとも一目置くだろう。

Bob Dylanの最高傑作の一つになったtime out of my mindのプロデューサーのDaniel Lanoisがプロデュースした作品。Time out of my mindほどの完成度や美しさはないんだけど(そういってもかなりの完成度です、当然ながら）Timeにはないエネルギッシュな魅力のある作品です。ただ、あんまし売れなかったみたいだけど。でもそれはあくまでも時代の流行の問題。今ならもっと高く評価されていいようなすばらしい出来やないかな。間違いなく８０年代のBob Dylanの最高傑作です！

1曲目から惹きつけられる「Political World」、
つい思索に耽ってしまう「Most of the Time」「Ring Them Bells」。
挙げればきりがないが、逸品ぞろいのアルバムである。

キレとノリのよいかっこいい曲の中にも、静かで力強い曲の中にも、
ディランの思想が色濃く現れている。

何度聴いても、色褪せない深遠な想いを味わえる名盤であり、
数多くあるボブ・ディランのアルバムの中でも特にお勧めしたい。

バンドとの相性もよいが、ほぼ同じメンバーが参加したアルバム
「Under the red sky」は、まったく異なる作品に仕上がっている。
