長靴をはいた猫、ペロは街の実力者、グルーモン卿と、80日間で世界一周すると賭けをする。条件は、80日後の正午の鐘が打ち終るまでに帰ってきて、時計塔の上に立つこと。かくしてペロは相棒のカーター、ネズミの親子と出発する。だが、グルーモン卿は密かにペロたちの旅行を失敗させようと企んでいた。また、１作目からずっとペロの命を狙う悪党３人組も追いかけてきて・・・
東映アニメーションのマスコット、猫のペロの主演映画三部作の最後の作品です。調子が良くて機転が利いて、憎めないキャラクターは、ここでも健在。仲間たちと一緒に、グルーモン卿やその仲間、ガリガリ博士が仕掛ける次々と危機をクリアしていく様子は実に爽快です。イタリア、インド、アメリカ、アラスカなど、いろんな異国で繰り広げられる冒険活劇はハラハラドキドキの連続。中でも、クライマックス、ゴール地点で待ち受けていたグルーモン卿との戦いは圧巻。大時計の長針と短針ではさむ場面は、『カリオストロの城』の元ネタでしょうか。オープニングの「びっくりしたニャ♪」の歌、豪華なキャスト、異国の風景など、どれをとっても素晴らしい作品だと思います。

小学生の時、
リアルで映画館で見たあと、あまりに感激してレコードを買いました。
オープニング曲は、3作品の中では、この作品の、なべおさみさんとこおろぎ'73さんによるものが、
一番だと思っています。

とにかく、最高のノンストップお笑い冒険活劇です。
「細けぇことはいいんだよ！（AA略）」な、スピード感のある展開は、
現在の長篇アニメ映画では失われてしまったものですね。
最近、小学生のポケモン映画好きの子どもと一緒に見たのですが、
大いに笑って楽しんでいました。
ペロの魅力が十分発揮されています。
