スパイをコントロールする三人称視点アクションゲーム。敏腕のスパイ、サム・フィッシャーは「ブラックオプス」の一員で現代兵器を装備し、跡形を残さずに敵を抹消するために訓練を行なっている。2人のCIA期間職員がアゼルバイジャンで姿を消してしまいストーリーが展開し、プレイヤーはサム・フィッシャーをコントロールし、テロリストのアジトを見つけ出していく。プレイ中は、空中回転ダイビングやパイプを登ったり、壁をつたわったりなどのアクションができ、様々なアイテムを拾い、使用することも可能。4つの国を舞台に14のミッション、100人以上のキャラクターを用意しているほか、グラフィックシステムとゲームエンジンを搭載。

今までのトム・クランシーシリーズより、かなりアクション性が高い
作品ですが、操作の面では簡単なキー操作で様々なアクションがで
きるし、グラッフィックもなかなか綺麗です。単独で敵地に潜入する
タイプのゲームをプレイしたことがない人は緊張感を楽しめると思います。
ただ、マップ上で進むルートが限定されていて自由度が低い、こういったゲームに慣れている人はすぐにクリアできてしまう（私でも2日でクリアしてしまいました）という所はマイナス点だと思います。
また、レインボーシックスやゴーストリコンと違ってミッションの和訳が付いているわけではなく、英語の難易度も若干高い（ヒアリングがある程度できるレベル）なので英語に自信のない人は完全日本語版を待つことをお勧めします。
