荒巻義雄氏原作のシミュレーションノベル「紺碧の艦隊」をゲーム化した戦略シミュレーション。米・英・独・ソといった列強国がしのぎを削る中で、プレイヤーは後世日本の最高指導者となり、日本の内政・外交・人事・軍事を担当し、後世第二次世界大戦をシミュレートしていく。オリジナルの艦隊が作成できるHLG55システムを搭載し、プレイヤーは自分好みの艦隊を設計してゲームに登場させることができる。さらに、船体の種類・兵装・機関・設備・防御といった細部から艦船名まで自由にオリジナル艦船を建造可能。戦術モードでは、戦術マップ上での戦闘と同時に「戦闘アニメ」が再生され、臨場感あふれる迫力あるバトルシーンを実現。

漫画・原作小説をご存知の人なら確実にハマるゲームです。ただ昔のゲームなのでリアリティーが物足りないです。

原作（小説・漫画どちらでも）が分かっている人なら確実にハマるゲームでしょう。ただ、かなり昔に出たゲームなので、リアリティーさという点ではあまりよろしくありません。

原作（漫画、ビデオ）や旭日の艦隊など読んでる人にはたまらなく面白い！幾分操作性に難があるが難易度、艦船の設計等シビアで現実と非現実の兵器の混在が面白いと思う。
