世界中で爆発的に売れた都市育成型シミュレーションゲーム「SIMCITY」シリーズの第2弾。プレイヤーは市長となって税金や商工業、治安、公害など、山ほどある問題を解決し、最終的に都市の人口を増やして大都市になることを目指していく。
本作より新たに「地形作成機能」が追加され、山を作ったり水位を下げることがボタン1つでできるようになった。たとえば水力発電を建設する場合、高い山を作って川をひくなど、都市を作っていくうえで、地形がかなり重要になってくるシステムとなっている。
ちなみに、前作にあった電気に加えて、水道の供給もプレイヤーである市長の仕事だ。その他、建設できる建物の種類が格段に増えたり、図書館や動物園などの施設も建てられるようになった。また、シリーズでおなじみの都市を襲う「災害」も種類が増えている。慣れないうちはいろいろ大変であるが、慣れると好きなように都市が作れるようになるのがおもしろい。（秋月昭彦）
