   タイトルにある、「こねこ」とは前作『どこでもいっしょ』のキャラクター、井上トロの小猫時代のこと。要するに前作の過去にさかのぼった設定になっているのだ。基本的な遊び方は前作とまったく同じ。折々に出されるトロからの質問に答えて単語を入力、次にその言葉の意味を覚えさせ、会話を楽しんでいく。好奇心旺盛なトロは、いろいろな話題に興味をもつので、正しく覚えさせるもよし、わざと勘違いさせて反応を楽しむもよし。どんなトロに育てるかはあなた次第だ。小さなトロとのお別れがきたら、そのまま前作にデータを引き継ぐことにより、成長したトロに出会うことができるのがうれしい。（柏木ゆう）

私はトロよりこねこトロが大好きです。うずまきほっぺとおおきなまんまるしっぽがとってもかわいいです。

かわいいんだけど、このこねこトロちゃんは複雑な生い立ちを背負っているねこちゃんである。でも、じゃんけんならぬ「にゃんけん」に戦隊ものごっこにおままごとな童心に返った遊びや童謡を歌ってくれます。

私は明石家さんまさんが「男女７人」で扮した「今井良介」の「りょうすけ」と入れたらプレーヤーの歌で（名前がりななので）歌っていたのにはおったまげてしまった。

ただし、お別れはトロのときよりすごく悲しいです。

こねこ時代のトロとふれあうことができる、『どこいつ』追加ディスク。なんだけど、おしゃべり（“お話”“歌”“ごっこ遊び”のバリエーションの豊富さに圧倒！　RPGっぽい“勇者ごっこ”や、ドリフの夫婦コントみたいなのまである）、お部屋のデザインなどなど、あらゆる面でグレードアップしちゃってるとこがスゴいです（その分、『こねいつ』を終えた後、引き続き『どこいつ』のトロと遊ぶこともできるけど、微妙な違和感と共に、ちょっとばかし物足りないような気もしてしまう・・・。ま、しょうがないか、それは）。こねこトロが見るテレビの音―画面は見えない―も、大勢の声優さんを起用しての時代劇あり、ガ○ダムもどきありと、すごいことになってます。「すごいことに」というと、こねこトロが入るお風呂もゴージャス！　源泉掛け流しでしょうか？（笑）　このお風呂、お湯が出てくるライオンの口から、時おり、あるモノが飛び出して、プカプカと湯船の上を泳いだり（浮かんだり？）することがあります。そしてポケステの画面の中には、小さい頃のジュン、リッキー、ピエール、スズキが、ちょっとだけ登場。さらに、プレイ期間中にプレイヤーが誕生日を迎えると、『どこいつ』同様、こねこトロがお祝いしてくれ、「えにっき」も特別な絵柄になりますが、『こねいつ』では、お部屋の中にもささやかなサプライズが用意されています。お楽しみに。

ちっちゃい時のトロとお喋りするゲーム。どこでもいっしょとは、システムとかほとんど変わってません。ちなみに大切にして別れると、どこでもいっしょで大人に（？）なったトロと再会できます。口調がチビトロは可愛いです。
