　1990年7thアルバム。正統派のメタル・アルバムだった前作「サンダースティール」と違い、大胆にもコンセプト・アルバムに挑戦。多数の大物ゲストも参加し、曲によっては社会的なベクトルも放射する。極めて実験的なアルバムに仕上がった。

　かつては、哀愁を帯びた古風なHRバンドだったRIOTを、劇的に変化させたのは、超人的な高音を操る3代目シンガー：Tony Moore その人である。僅か1週間の来日で、ありとあらゆる日本語を片っ端から覚えてスタッフを驚かせるなど、音に対する感覚の鋭さでも知られた人物。その異常なまでに広い音楽観を存分に見せつけるアルバムだ。

　まず1発目の「On Your Knees」からして、度肝を抜かれる。TOWER OF POWERのホーン・セクションを大胆に導入したナンバーで、薬物に依存して奴隷になっていく人間を痛烈に批判している。めまぐるしく展開する旋律は、摂取時の恍惚感を表現しており、ある種異常な世界観を持っている。ファンが付いて来られるかは別にして質は高い。

　続くは、歌自体は格好いいミディアム・テンポ曲ながら、核戦争を歌う「Metal Soldiers」。NASAの探査船とおぼしきシップの交信の後、核ボタンが押され全てが灰になる… そんなSEに続いてスタートする。♪俺達は（生身の体を持たない）メタルの戦士だ！と歌うナンバーで、ライヴ映えするメタル・ソングながら、知的な威圧感も併せ持つ。

　そして、前作の「Bloodstreets」を思わせる、悲痛なバラード「Runaway」。NYの都会的な失恋が歌われる。自分を捨てて、荒れた生活に身を投じる恋人を案じている風にも聞こえる。…という様に、頭3曲、全部名曲というとんでもないオープニングになっている。

　ジョー・リン・ターナー(ex-RAINBOW)が参加した「Killer」では、狂ったような笑い声が3分も続くなど、イントロのSEが長すぎるという声は多く、拡散指向のアルバムだが、楽曲は前作に劣らぬ素晴らしいものばかり。モダンなナンバーでも縦横無尽に操る、Tony Mooreの鋭いセンスにより、切れ味は抜群だ。ジャンルの違う音楽でも平気で聴いてしまう幅がないと、このアルバムの良さは分からないであろう。

　恐るべしTony Moore。今年はFAITH AND FIREを率いて、久々の復活を遂げた彼。ガイ・スペランザのオリジナル RIOTよりも、自分はこの編成の方が好きになってしまい、以後、"Speed Metal Riot" 派になってしまった。

’９０年発表のライオット通算８枚目のアルバム。大胆に取り入れられたＳＥやホーン・セクションに嫌悪感を覚える人も多いと思うが、個人的には非常に効果的だと感じている。スピード・メタル寄りの疾走感のある曲から、メタル・ラップ風の曲、あるいはバラードまで楽曲もヴァラエティに富んでおり、それぞれのレベルも非常に高い。私的にはライオットのアルバムの中で最高傑作といえる。

音楽の基本は前作のパワーメタルの延長線上ですが、
SEやホーンセクションを導入し、
今までと違った作風になっています。
ホーンセクション導入と聞いて、一体どんな音楽か不安でしたが、
効果的にホーンセクションを取り入れ、違和感がありません。
疾走感あり、バラードあり、ジョー・リンタナー参加ありで、
バラエティに富んだ作品になっていますが、
散漫な印象はなく、うまくまとまっていると思います。

Voのトニーが残念ながら、これが最後のスタジオアルバムです。
