加戸 守行
1934年(昭和9年)9月旧関東州大連市にて出生。1957年(昭和32年)4月東京大学法学部卒業、文部省入省。1966年(昭和41年)4月(1968年(昭和43年)7月まで)文部省著作権課課長補佐として著作権法全面改正作業に従事。1970年(昭和45年)7月(1974年(昭和49年)6月まで)文化庁著作権課長として著作権法施行令及び同法施行規則を制定、ベルヌ・万国両条約パリ改正会議など著作権関係国際会議に8回出席。1983年(昭和58年)6月文化庁文化部長。1983年(昭和58年)10月(1986年(昭和61年)6月まで)文化庁次長として著作権法一部改正など5本の法案を担当・成立。1986年(昭和61年)6月文部省体育局長。同年9月文部省教育助成局長。1988年(昭和63年)6月文部省大臣官房長。1989年(平成元年)7月公立学校共済組合理事長。1992年(平成4年)7月日本芸術文化振興会(国立劇場)理事長。1995年(平成7年)11月日本音楽著作権協会理事長。1999年(平成11年)1月愛媛県知事(本データはこの書籍が刊行された当時に掲載されていたものです)

原稿著作権法の立法作業に携わった方がお書きになり、その後も文化庁職員が改訂に携わっているため、いわば文化庁の公式見解的な性格もあります。
逐条形式になっているので、条文にわからないところが出てきたときに辞書的に参照するのに大変便利です。初学者から上級者まで必携の書です。
