1996年の夏、O157が日本国中を震感させました。学校給食の関係者にとってはまるで悪夢のような事態でした。今あらためて96年夏の事件を振り返り、事故の本質は何であったのか検証してみました。堺市と盛岡市の学校給食におけるO157事件を中心に振り返ってみます。また、O157ばかりでなく、毎年数多くの食中毒事件が発生していますので、こうした事故を防ぐための知識も本書に加えることにしました。O157事件では保健所の必要性があらためて確認されることになりましたが、その保健所は新しい法律によって半数近くに減らされようとしています。本書では、O157問題を通して、今保健所では何が起こっているのか、保健所・公衆衛生はどのように機能すべきなのか、保健所の役割やそのあり方についても考えてみます。
