現存の法体系の中で許容される方法を検討したうえで、在宅医療における主治医と看護婦の関係を明確にし、療養者の安全を確保し、さらに療養者の生活に便宜を与えるための用具として、「在宅療養支援のための医療処置管理看護プロトコール」を提案する。これは主治医からの指示を一定の原則のもとにその範囲内で看護婦に解除し、そこでは看護婦の自由裁量権を認めるということを前提にしている。これを用いる看護婦は実施する医療行為の責任を自覚し、十分な技術的準備をしなければならない。この提案は、わが国においては初めての提案である。
