基本的にこの人の言っている事は毎年一緒で、高校生主体に強化しているチーム（代表例：
西武）は素晴らしく、社会人・大学生主体に補強するチーム（代表例：オリックス、阪神）
は「長期的視野が無い」と酷評される。

ただ広島みたいに高校生主体に補強したって下位に低迷するチームはいるし、ただ単に著者の
好みだけと言う気がする。また「小関の呪い」で有名ですが、著者の新人評価は笑うくらい
当たりません。（ソフトバンクの城所とか広島の白濱とか。白濱なんて「広島はこの先15年間
捕手の心配なし！」とか大絶賛だったのになあ。。。）よって著者の評価を良く読んでおいて
いかに当たらないかを1〜2年後に確認すると言う楽しみは、本書にはあります。

まあ、これだけ当たらないのに毎年めげずに良く出すな〜とは思うんですが。

　小関の呪いというモノがあるらしい。
小関さんに評価されるとプロでは活躍できず、逆に批判されると活躍するそうな。
まあそれはいいんだと思う。
ドラフト会議倶楽部という素人の野球好きがうんちくたれているんであれば。
雑誌野球小僧にいる頃はまだ小関さんには謙虚さがあった。

元野球選手でもない、ただの雑誌編集者だった野球マニアだったのに
いっぱしの専門家の扱いだ。
昔は本人はそういう扱いを断っていたのだが、、

毎年出ているこの本を見てもらえばわかるとおり、
感動するほど外しまくっている。
自分で恥ずかしくないんだろうか。
増長してしまった小関さんをとめる人はもういないのだろうか。
はっきり言って買う人はカネのムダです。
今の小関氏を見ているとやりきれない気持ちでいっぱいになる。

出版元が草思社に戻っての09年版。今年で10冊目ということでこの10年の総括と今年の予想について書かれている。といってもありきたりな順位予想などではなく、補強に対する中長期的な各球団の戦略に対する筆者の見解が主な内容だが、各球団が抱えている問題を編成面から鋭く分析していておもしろい。2〜3年さかのぼって読んでいくと各球団の姿勢の違いが見えてくる。
