1991年から10年にわたり、学者出身としては初の国連難民高等弁務官事務所（UNHCR）で高等弁務官を務めた緒方貞子氏。難民援助に多数の実績を残し、真の国際人として世界が認める数少ない日本人だ。本書はUNHCR時代の活動と、その後のアフガニスタン復興支援国際会議の共同議長に至る自らの歩みを振り返った手記である。

スイスのジュネーブでの多忙な日々を綴った日記や目の前に立ちはだかる問題に挑む姿勢からは、緒方氏の揺るぎない「人道主義」と決断に際しての徹底した「現場主義」がうかがえる。

事例の1つが90年代前半のクルド難民支援である。その際、旧来の「難民」の定義が障壁になったという。難民条約によれば「国境の外に出た民」となるが、フセイン政権の迫害によってイラクからトルコに向かった約40万人のクルド人は越境できずにイラク国内にとどまった。しかし悲惨な現状を目の当たりにした緒方氏らは、国連の行動規範を変えてまでの援助を決断、実行に移した。また旧ユーゴ紛争では「停戦下の活動」というUNHCRの常識を打ち破り、防弾チョッキを装着して戦闘地帯での支援に奔走する。

学者としての論理的かつ冷静な哲学と熱き使命感に支えられた行動力から、多くの教訓を学び取りたい1冊。

緒方貞子さんの弁務官時代の記録集である。
こまかなスケジュールや当時の論文、スピーチ原稿が収録されている。
が、文字通りそれだけの本である。
どうしても公式な記録集であるため、緒方さんの「肉声」に感じられなかった。
そういったものを期待して読んだのが間違いなのかな。

タイトルから書き下ろしかと思って手にとって、その点では裏切られました。この本は、今までに発表された文章や、演説、そして日記など、緒方さんの手になる文章を集めた、いわば記録集のようなものでした。

それでも緒方さんの明確な主張、ヒューマニストでありながら、理想を実現するためにはリアリストである点、それを裏付けるために前例を次々に破る力、各国首脳との交渉力、などなど、非常に感動・共感しました。

日記部分は最初は「なんじゃこれ？」と思いましたが、その中からＵＮＨＣＲという大組織のトップのマネージメントのあり方が浮かび上がり、非常に興味深いものです。
緒方貞子さんを読み解く資料としてぜひお勧めしたい本です。
