職員の厚遇やカラ残業問題がマスコミで取り上げられ、モラル、そして財政赤字改善のため関市長の下で大阪市は市政改革に取り組んだ。本書は、民間企業の経営分析を取り入れた市政改革の手法を、外部から改革に参加した上山信一教授と大阪市役所が共著で記したもの。大阪市の事業分析の具体例をチャートをふんだんに用いて紹介しており、意外に知らなかった行政の実情、問題点は読み物としておもしろい。後半では経営分析の進め方、経営分析を踏まえて市の経営におけるＰＤＣＡの仕組みをどう変えたのかが解説されている。

ＳＷＯＴ分析など民間企業では普通に行われている経営分析の手法が自治体経営に有効であることを大阪市の市政改革は証明している。これは１つのイノベーションといえる取組みだったと思う。このようなかたちで書籍化されたことで、この改革手法を他の自治体担当者も学べるようになったことは喜ばしい。自治体行政に携わる地方公務員の方々に是非読んで頂きたい書。
