本書は、「北朝鮮による拉致被害者家族会」事務局長をつとめ

現在も拉致被害者救出に向けた活動を行う著者が

拉致問題解決にむけた提言を行うものです。


本書ではまず、家族会の中心的メンバーだった著者が

「家族を救出したい」という家族会の主張が、

北朝鮮を打倒したい人たちに利用されているのでは―と考えるに至り、

やがて家族会と距離を置くようになった経緯が述べられます


そのうえで、非難されるべきは北朝鮮

―という姿勢を貫きつつも

日本政府や家族会、救う会これまでの対応に

本当に問題はなかったのか―を検討し

被害者救出に向けた運動はどうあるべきかを論じます。


個人的に興味深かったのは

小泉元首相が拉致問題に積極的でなくなった原因として

被害者の家族が北朝鮮から帰国したときの家族会らの対応

―をあげている箇所。


これが本当なのかはわかりませんが

そう考えてもやむ得ない対応があったこと

そしてなによりも、

それ以降、救出に向けた動きが進展していないことへの焦りや失望

がヒシヒシと伝わります。


また、５人が先に帰国したことが

彼らやその家族を微妙な立場に置くことになった―

という記述は、本当にやりきれない気持ちになりました。


政府や読者に対し、

政治的・思想的立場を超えた

思考停止に陥ることのない運動・努力をうながす本書。


拉致被害者の家族であり、

現在も、被害者の救出に向けて活動を続けている著者だけに

その言葉は重く、説得力に満ちています。


拉致問題に強い関心をお持ちの方はもちろん

一人でも多くの方に読んでいただきたい著作です。

北朝鮮による日本人拉致問題に右翼が絡んできているという噂は耳にしていまして、でも家族会の人々はそうは見えない。なるほどこういうことだったのかと得心しました。

著者の主張は簡単です。

1. 拉致問題の解決と北朝鮮の政権を転覆させることとを混同してはいけない。
2. 政府は拉致問題の解決にあたり迅速かつ具体的に行動すべきで、「世論に耳を傾ける」だけではいけない。

付随して「過去の清算」という話も出て来、著者が「国賊」「サヨ」「売国奴」などという非難を浴びている姿が目に浮かぶようです。それでもあえて持論を展開した著者の勇気に敬服します。

拉致問題は、憶測や風聞でこじれにこじれている。真実は一つのはずなのに、思い込み、決め付け、政治的な思惑から対立が生まれ、解決を阻害している。
家族会の中心にいた著者の対話路線への転換は、そうした無用な争いを終わりにしたいという切なる思いがあるのであろう。

拉致問題は弟の薫氏ら五人が帰国してからこじれはじめたが、北朝鮮との間の「一時帰国約束」は事実であり、小泉元首相の第二次訪朝でそれを謝罪し、残る家族の帰国実現につながったことは、小泉訪朝の橋渡しをした吉田猛・新日本産業社長の証言や裁判資料などを基に、河信基著「証言『北』ビジネス裏外交」で明らかになっている。
横田めぐみさんらの生死問題についても、田原総一郎氏が「外務省も生きていないことはわかっている」とテレビ番組で発言し、家族会が反発しているが、タブーを破り、真相解明が先行しなければ混乱は深まるばかりだ。

拉致問題の解決は、事実を踏まえてこそ可能となる。その点では左右も何もない。
