本書は、センが「開発の在り方」を世に問うた作品である。議論の本筋は、「人間生活の豊かさ」を満足度や目標達成に伴う充足感などの主観的指標によって計測するアプローチや、所得や資産水準などの客観的とはいえ画一的で個人間の多様性を考慮しない指標から計測するアプローチを批判し、諸個人の特性（年齢、性別、健康状態、文化・宗教的的背景など）から実際に個人が達成できる選択肢の自由度によって豊かさを計測するべきだと主張している、いわゆる「潜在能力アプローチ」の理論である。その具体例の一つとして、センは、バングラディッシュに住む男性と、アメリカのスラムに住む黒人男性の生存率を比較している。この例では、何倍もの所得を得ているはずの黒人男性が最貧国に住む男性よりも長生きできないのである。画一的な所得だけを見る方法では、黒人男性のほうがずっと豊かな生活にあると判断されるのだが、黒人男性の生活が豊かさの実体を伴っていなことは明らかであろう。こういった分かりやすい事例を多く用いながら、センは真の「開発」とは潜在能力の意味での「自由」を拡大することであると主張し、マハティールの考え方に見られるような国家主導による独裁的な開発を批判する。以上のことから、「豊かさ」を見つめ直し、望ましい開発の在り方を考える上で、本書は非常に重要な入門書と呼べるだろう。ただし、この本は残念なことに誤訳箇所が非常に多いのである。しかしながら、全体の意味は十分につかめるので、十分読むに値する本であることは間違いない。

この本は、９８年にアジア人としてはじめてノーベル経済学賞を受賞したアルマティア・センが書いた”Development as Freedom”という原書を日本語に訳したもので、センが紹介した主な概念はこの本に濃縮されている。センは、人の豊かさ（幸せさ）は収入ではあらわさせず、自由度の大きさであらわされると主張する。センによる開発（経済開発を含む広い開発）とは、人々の自由を一つずつ獲得してゆくプロセスのことである。自由とは、例えば、政治家を選べる自由だとか、教育を受けることだとか、好きな食料を買える自由だとか、職業が選べる自由だとか、好きなところに行ける自由だとか、自然災害にあわない自由などいろいろ考えられる。経済的な自由もあるが、政治的なものや、人間の権利に関わるすごく基本的な自由もある。センによると、国が貧しければ、自由が制限され、人々は不自由な状態にある。だから、貧しい国の開発では、不自由を取り除く、つまり、人々の自由を１つづつ拡大して、自由を獲得してゆくことが大切になってくるという。本書ではわかりやすい表現でセンの言う自由の概念が理解できる。開発経済学を勉強する、経済学部、土木工学、都市工学、環境学部の大学生・院生は必読の書と言えよう。

開発とは何か、それは「尊厳ある人間それぞれが兼ね備えている本質的自由を増大させるプロセスである」とセンは言及する。それゆえ、開発を通して経済的な富を得るという従来の経済成長中心型の開発戦略に警鐘をならし、人間の潜在能力の発揮を妨げているような障害を取り除くことこそが開発であるとの言及もしている。それゆえ、1980年代後半頃までの経済効率性偏重型の開発思想から見ればセンの思想は斬新であろう。しかし純粋な新古典派経済から見ればセンのこのような思想は嫌われる側面がある。その一方で、世銀のウォルフェンソン総裁もCDFを強調しているように、またスティグリッツもUNDPのHDRの中でトリックルダウン理論を部分的に否定しているように、これまでの開発思想に変革が求められている。そのような中で、本書籍を参考とする意義は十分にある。しかしアドバイスとしては、まずは開発経済学入門編の一般的な書籍を読破され、開発経済の流れを整理してから本書を手に取った方が良いと思われる。
