日本大学経済学部教授、早稲田大学大学院アジア太平洋センター非常勤講師、NPOフェア・レーティング代表。経済学博士(北海道大学)。専攻は国際金融、企業金融、信用格付け。1943年、東京都生まれ。北海道大学経済学部卒業。日本開発銀行(現、日本政策投資銀行)に入行し、同行設備投資研究所主任研究員、米国ブルッキングス研究所客員研究員、日本格付研究所主席審査役、米国ハーバード大学客員研究員・客員教授、英国ケンブリッジ大学客員研究員、ドイツ・ヨハネスグーテンベルグ大学招聘教授等を歴任し現在に至る(本データはこの書籍が刊行された当時に掲載されていたものです)

単にホームページ等インターネットで調べれば分かる資料を5社まとめてみましたと言うだけの格付け会社の紹介本。研究と言うほどの深い分析はなく最後はページを稼ぐがごとく格付け資料が付いてこの値段は高すぎる。学生が卒論で選びそうなテーマをまさに学生が出して来たような内容で、各種資料からの切り貼りと言う感じ。それでも簡単に格付け機関がどんなことをしているか、各社の違いはと言うのを知る本としてはそれなりにまとまっているので格付機関を良く知らないと言う人にはそれなりに有用かもしれない。

タイトル名にて「の研究」だけ申し訳なさげに小さく印字されているが、読めばまさに納得で研究といえる代物ではない。例えば、一時点の格付けの一覧に数十ページもの紙面を割いているが、こういった情報は日々刻々と変わるため出版時点で過去の遺物と化している。市場参加者ならどこかで見聞きした内容ばかりで、ページ数だけ無闇に多いという印象のみ残った。価格体系からして分析内容・専門性にかなりの期待を持っていただけに、血肉となるような有益情報が得られずに残念だ。

アルファベットの記号である格付けはよく目にしても、それを発効する格付け会社については金融に携わる人でもたいてい良く知らない。この本は格付け会社にはどんなのがあって、どのような活動をしているのか、各格付け会社の違いは何か等が良くまとまっていて、格付の方法や格付業界の動向を知るには役に立つ。そもそも格付会社というのはなんの免許もないにもかかわらず勝手に会社を格付けし、またその格付が資本市場で絶大な力を持ち、時には会社を倒産にも追い込めるという存在である。サブプライムでまた格付会社の甘い格付けが問題になり、FRBも金融庁も格付会社の監督を厳しくするといっているが、それによって格付けの精度が増すことはないだろうことがこの本を読むとよくわかる。
