2000年に地方分権一括法が施行され、さらには地方自治体の合併が進みました。
その結果、どうのように自治体は変わったか、変わろうとしたかについて検証し、また将来のあり方を述べた本です。将来の予測に関しても、良い点と注意点、メリットとデメリットという風にしっかりと先を見据えているので理解が進みました。
自治体の財政や政策、行政など地味な分野ですが、新聞などから得ていた断片的な知識がすっきりと整理されました。

地方分権→地方主権のアイデア、事業官庁→政策官庁への提言、新たな「官」と「民」の役割と新たな「公」の実現アイデア、議会改革提案党等の豊富な提言がたくさん。新鮮で、大いに参考となる。それぞれの立場で参考として、改革に向け役割を果たす、ベースとなりうる。

地方分権といわれて久しい。市町村合併も進んでいる。公務員改革や三位一体改革も具体的になってきた。

しかし、現実の自治体に務める公務員としては、その変化はまったく一般の職員に届いていないというのが実感である。（というかうちの自治体では、という意味だが）

この著者が言うような改革を進めていくためには、特に公務員の改革を進める必要がある。うちの自治体でも、職員数はこの数年で何百人という規模で減っている。しかし、仕事は減らない。しかも、業務改革も進まない。中途半端で、無目的な外部委託があるだけ。仕事の質、サービスは低下するばかりだ。

組織は相変わらず、縦割り。幹部は上しかみないで仕事をする。

果たして、本当に分権の担い手として、私たちは役に立つのか。

そんなことを考えさせる一冊だった。
