1965年宮城県生まれ。北海道大学法学部卒業、東京大学大学院法学政治学研究科修士課程修了。衆議院議員政策担当秘書、慶応義塾大学大学院公法研究科非常勤講師を経て、現在、東洋学園大学現代経営学部専任講師。専攻は国際政治、安全保障。第1回読売論壇新人賞・最優秀賞受賞、第1回正論新風賞受賞(本データはこの書籍が刊行された当時に掲載されていたものです)

筆者は、国家の役割を「力の体系」「利益の体系」「価値の体系」と明快に三分割します。

そして、それぞれ「恫喝」「誘導」「説得」に結びつきます。

最後に、今日のグローバリゼーション下での国家の意義を問い直します。

国家の役割が極めて明快に書かれており、政治を考える上では非常にいい入門書となると思います。

ただ、気になった点が一つ。筆者はやたらと映画や小説を引用するのですが、その作品を見ていないとよくわからない説明ですし、しかもその作品の内容を間違っていると思しきものさえありました。どうでもいい部分ではありますが、しっかりやって欲しいところです。

この書物の問題点は、国家の役割を「力の体系」「利益の体系」「価値の体系」から説く前半部分が、マキアヴェリ流リアリズムに彩られているのに対し、それを、終結部分のグローバリゼーション時代における国家のあり方にうまく接合できていない点にある。グローバリゼーションは、結局のところ国民国家を解体する方向に向かうが、それに対する著者の議論は、国際的連帯を促進する上で、国家の統合をより強固にする方向に向かうべきであるという、結局旧来の国家感に依拠した「同義反復」になってしまっている。「国境を越えるべきだ」とは言うが、その為には国境を越えた公共値の確立が必須である筈だが、なぜか著者はそこには行かずに「日本という国家の統合」に立ち返ってしまう。著者は、現今日本の指導者や、彼らにまとわりつく御用学者が、「国家の統合」も声高に、復古主義的立場をとり、それが東アジアにおける公共値の確立を疎外する要因になっていることをご存じないのだろうか。それから、著者は、テロリストの暗躍に対処する国際的枠組み構築の必要性や、アメリカ的価値観が必ずしも受け入れられないと述べながら、国際世論を無視してイラク攻撃をし、テロリズムを助長するアメリカや、それに無批判に追従する日本政府については全く言及しない。どうも煮え切らない議論である。

　テキサスの会議で、失敗したのは、[名古屋女子や桶川女子の女性]が、言葉を間違えるくらい、邪魔したからと言っています。
　参考人招致は国難を浴びられて、反って御立派で、慶応幼稚舎じゃないのとか、貧困で、段々、[平川]教授室と言われる位、前をはだけるような着方になって、汚くなって来たと言っています。

　夜警国家とか福祉国家とか言って、女性がみんな喧嘩しています。
