1941年生まれ。東京大学法学部卒業。米国シラキュース大学行政学修士。(旧)自治省に入り、自治体と国で地方自治に携わる。倉敷市企画部長、福島県商工労働部長、栃木県総務部長、徳島県副知事、自治大学校長などを歴任。平成5年から市川房枝記念会政治参画センター教師として地方自治の知識普及に努める。現在、帝京大学法学部教授・ラグビー部長(本データはこの書籍が刊行された当時に掲載されていたものです)

自治体財政に関する入門書をずっと探していましたが、やっと誰にでも推薦できる本に出会えました。

文章もやさしい言葉を選んで書かれていますのでスラスラ読めますし、もちろんポイントポイントもしっかり抑えてくれてますので、入門書としては最適な本ではないかと思います。

国・都道府県・市町村でのお金の流れについて（税金の種類・交付税・補助金等）、財源のやりくり（地方債等）などをとてもわかりやすく説明してくれています。
そして、予算の読み方などをこれまたわかりやすく説明してくれています。
淡々とした説明だけでなく、脱線しすぎない程度に問題点や著者の考えも書かれています。

「予算などの自治体財政を理解する→財政を見ればまちがわかる→自分のまちを知ることが自治体をよくするための出発点である。」
・・・というコンセプトが含まれた本ですので、自治体職員以外の方でも理解できるよう、親切丁寧な仕上がりになっています。

第一次改訂版が出版されたばかりではありますが、すでに第二次改訂版も出ることをもう今から希望致します。
