本巻では、「予言者」吉田松陰、「行動家」高杉晋作に続いて、「処理家」井上聞多（馨）、伊藤俊輔（博文）そして山県狂介（有朋）が登場。1863年の八月十八日の政変や1864年の禁門の変（蛤御門の変）、四国連合艦隊下関砲撃事件などにより存亡の岐路に立った長州藩における彼らの動静が、恰もその場面々々を見てきたかのような筆遣いで活写される迫力満点の一巻である。

政治史的な学びとしては、他藩惹起の騒擾について何故幕府が賠償金を負担したのかのロジック（83頁、219頁）や奇兵隊の創設＝封建身分社会の否定＝明治維新の出発点との説明（101頁、251頁、300頁）、彦島の共同租借地を阻止した高杉の機転（245頁）、征長軍に従軍せず長州藩に恩を売った西郷隆盛の政略（249頁）などが有益であった（頁数は全て新装版による）。

「井上はアーネスト・サトーと同様、役人というものを知っていた。一国一藩の安危よりも自分の保身から物事を思考し、大事をきめるときは、かならず会議をし、すべての責任は「会議」がとるという建前をとり、責任を問われれば、「自分一個はそうはおもっていないが、会議でそうきまったことだから」という理屈をつかって責任の所在を蒸発させてしまう世界であるということを井上ほど知っていた者はない」（229頁、これは企業などでもよくある話であろう）。「山県狂介は奇兵隊そのものであった。山県は「軍」という存在が単に銃と剣の世界でなく、いかに政治力をもちうるかという政治学上の重大な機微をこの頃に身をもって覚ったにちがいない」（307頁、正にその後の彼の立身出世の鍵がこれか）。

主人公の高杉晋作は、幕末きってのヒーロー。
昼は漢詩をよみ、夜は女郎の唄なんぞを作ってドンチャン騒ぎ、
折り畳み式の三味線かついで東奔西走、
ある時はテロリスト、ある時は長州藩のにわか家老に化け、
かと思えば出奔、気がつけば雪の功山寺で藩政府の転覆に向け、半ば絶望的な進軍の号令を下している。
馬面よろしくまるっきり奔馬のような男だが、
父母にはあくまで孝を尽くし、藩主には燃えるような忠を捧げる。

この痛快さ。
まるで拵えたようなヒーロー像。もちろん実在の人物だ。

それが、いわばこの作品の素材が持つナマの魅力で、
司馬遼太郎はこの作品に評論めいた冷静な地の文を配し、
彼らの青春を俯瞰するという態度をとっている。
「まるで拵えたようなヒーロー像」に必要以上に肩入れしなかったことが、
「青春」とは距離を置いた抑制の節回しを作り、世の管理職の皆様方にも好まれる要因になった。
私も、それ行けドンドン式のヒーロー物語でなくてほっとしている。

作品の最後で、さりげなく主人公の享年に触れ、その一生の密度を浮かび上がらせる。
ジーンと来た。
司馬遼太郎の長編の中では目立つ方ではないが、名作中の名作。

幕末の長州藩に改革を起こした奇兵隊の創設者として 知られる高杉晋作を通して、幕末の諸藩の複雑な 内情を伝える一冊である。幕末長州の歴史に興味がある人への入門書としてお勧めである。 特に吉田松陰と高杉晋作とのまったくことなる才能を もった二人の希有な関係が面白い、

高杉晋作のとは一般にはあまり知られていないが、破天荒な行動と武士として教育を受けた矛盾とをこれる姿が 非常に面白い。この二面性をつなぐものが松陰からうけた 影響がおおきいのではと思わせるところが、長編のなかで 二人を描きながらひとつのストーリーとして成立させている要素である。このあたりの描きかたがさすが司馬遼太郎の一冊である。
