大久保との直接対決に破れ、明治6年10月23日、ついに西郷は辞表を出し、東京を去る。

黒田清隆の妻斬殺事件のエピソードが興味深かった。大久保利通は、この事件を揉み消したことが、のちの暗殺の一因となった。全編を通して、決して私利私欲や出身藩への利益誘導に走ることのなかった大久保がなぜ、黒田に対して厳しい措置がとれなかったのか。謎は多い。

私がこの3巻で一番印象に残ったのは西郷と大久保の最後の会話シーンです。

国へ帰るという西郷に対し「俺の知ったことか。今はちゅう大事なときにお前さぁ逃げなさる。後始末は俺がせなならん、もう知ったことか。」という大久保の言葉に西郷に対する怒りと寂しさと悲哀を感じました。またこの後の「今のは言い過ぎだと思います」という伊藤の言葉に寂しげに「私もそう思います」というシーンが印象に残りました。

幕末から無二の盟友として誰よりもお互いを分かりあっていた二人がこうなってしまったことに対する大久保の心の叫びだったのだろうと私は思いました。

征韓論争はついに決着。二転三転した結果、西郷は敗れ、静かに東京を去っていきます。それに呼応して、桐野利秋をはじめ、薩摩出身の近衛兵、警察官たちは薩摩に帰っていきます。西郷が意図するしないに関わらず、その極めて高い人望とそれを担ぎ上げる勢力（不平士族）によって、いよいよ内乱の危機が高まっていきます。そのなかで、川路は大久保と思いを同じくし、「ポリスこそ国家と人民を守るもの」という信念で密偵も含めた警察制度を作り上げていきます。
征韓論を巡る太政大臣・三条実美の困惑ぶりには苦笑してしまいましたが、その優柔不断ぶりには、もし西郷が朝鮮に派遣されていたら、ということを考えずにはいられませんでした。
また、薩摩の仲間意識よりも国家としてのありかた（法と制度による統治）に強烈な思いをもっていたことに感動を覚えます。後世、その弊害は生じたものの、大久保や川路がつくりあげた国家権力（すなわち官僚）による国家運営は、少なくとも混乱する明治初期においては、新たな国家像を作り上げるという点において有効だったと思うのですが。
