第２巻は西郷隆盛を中心とした征韓論をめぐる攻防。西郷の遣韓大使派遣はいったん決まったかに見えたが、反対派の巻き返し工作によって、西郷はしだいに追い詰められていく。
エピソードとして、元旗本の息女芦名千恵の物語があるが、全編を通して唯一小説らしい一遍であった。

　登場人物、全てが｢かっこいい」のである。明治維新後の
国家建築の動乱期の征韓論をめぐる戦いが、鮮やかに描かれている。

p.206　桐野利秋
　この男は、天寿を全うするなどとは全く考えていない。
（中略）「自分は死ぬべき時と場所に死ぬことができぬ
やつだ」（中略）
「西郷老人のみが自分に死所をみつけてくれる」

　常に自分の志と信念に従って、自分の命を燃やすという
生き様が描かれています。生死をかけることが難しく、そ
の必要もない幸せな現代に生きている日本人として、ある
種憧れのようなものを感じます。

二巻で特徴的だったのは千絵という旧幕臣の芦名家の生き残りが生きながらえる
という章があったことだった。論理の展開としては急な描写でしかもその「千絵」
という章は単発で終わる。これは、三巻で物語の展開として欠かせない部分に繋がっ
てく。
終盤にかけては廟議で征韓論が可決されるか否かに向けて突き進んでいく。

多分こんな感じでした。全体的に西郷隆盛の人物像に関して様々な人物が受けた
印象が描かれていて、西郷像というのがさらによくわかりました。
