反目しあっていた薩長の秘密同盟がついに成立します。

常識的には誰もが不可能と思うこの同盟を竜馬が見事に立ち回り実現させてしまいました。

不作で米に休している薩摩藩、金はあっても思うように武器を集めることができない長州藩が互いに相手が喉から手が出るほど欲しいそれらの不足物を融通し合う事で、両藩の距離が一気に縮まるのです。

精神的な対立を、物質的な側面から解決しようとする竜馬の立ち回りは、この時代においては特に奇抜でした。

個人的には、桂小五郎が竜馬に『して、兵糧はどれほど出すか』と聞かれ、『薩が欲しいだけ出す』『値は？』『進呈する』と答える部分が印象的でした。竜馬は桂に『君は天下がとれる』といいましたが、私もそう思いました。そして桂、長州藩をしてそのような気持ちにさせてしまう竜馬の大きさにも改めて感動しました。

　時代がこの男を欲していたのだろうが、日本という国が間違いなく竜馬を中心にしてグルリと回った。歴史の教科書には簡単に「薩長同盟」と書いてあるだけの事だが、これを成すためにどれだけの苦労があったかがよくわかる。

　そして徐々に幕末のその先を見据える男が現れだす。高杉はクーデターで新政権を確立するなり「もう俺の役は済んだ。人は艱難なときは一致団結できるが富貴はともには出来ん。きっと仲間割れが起こる。俺はそれより外国へ密航して武器を買い入れ対幕戦争を有利にする」当時としては斬新過ぎることを言ったり、竜馬自身も「革命がなっても亀山社中のものは政府の役人にはなるな。世界の貿易商社を目指すのだ」とも言う。
　そんな中、苦労を共にしてきた池内蔵太ら数名が竜馬の指示で長崎から鹿児島へ向かう途中に沈没して死亡してしまう。この時の描写には思わずもらい泣きをしてしまう。「すべて天命である」と自らを躾け死をいちいち悲しむ事を嫌う竜馬も一人うずくまって涙を流す場面は心中察するに余りある。
　それにつけても買ったばかりの船が一日で沈没したり作った海軍学校は取り壊されたりと竜馬の運はそれほど良いとも言えないのだが、それをばねに跳ね返し続ける彼の胆力に恐れ入る。

　おりょうに「昔のような純情さがなくなってきたわ」といわれ「純情だけでは人間の乱は鎮められんからな。古来、英雄豪傑というのは老獪と純情の使い分けの上手い男を言うのだ」と竜馬に言わせる司馬遼太郎の歴史観も素晴らしい。

前巻で西郷と知り合った竜馬はいよいよ幕末最大の事件である薩長同盟に向けて、これまで以上に忙しく動き回ります。犬猿ともいうべき薩摩と長州であり、色々な紆余曲折は起こるものの、竜馬の奔走により、ついに薩長同盟が成立します。

一方、幕府は、これらの出来事を通じ、次第に政権の当事者能力を失いはじめ、第２次長州征伐においては、九州を中心とする雄藩の協力を得られず、苦戦を強いられます。
幕末もいよいよ佳境を迎え、主要人物も勢揃いし、物語から目を離せなくなってきました。
