マンション管理組合理事（会計）を２年やりながらも、管理組合がよく理解できていなかった私にとって、目からうろこの思いでした。都会の新築マンションには本書のような問題はまだあまりないようですが、本書を一読すれば、管理組合の重要性がよくわかるし、理事会への出席は面倒だなど言ってはいけないこともよくわかります。輪番制で新しく理事になる方はぜひお読みになるようにお勧めします。その上とにかく面白い。読み出したら一気に最後まで読んでしまうまでやめられないのが、類書にないところでしょう。

マンション管理組合の副理事長および理事長を実際に務めた著者による、廃墟寸前のリゾートマンションを美しく蘇らせた体験を綴った一冊。寒冷地のリゾートマンションということで一般には当てはまらないケースもあるが、いかに経費を節約して高品質な大規模改修工事を行うか等、マンション管理関係者に役立つヒントがぎっしり詰まっている。

特に、管理会社まかせにせず、管理組合であえて建築士を雇って、利用者目線で改修工事を行った結果、費用が管理会社の見積もりの半額近くに抑えられた経緯などまさに目からウロコといえそうだ。

それに、著者の理知的で淡々としながらも、ただの体験談に収まらない痛快な語り口がいい。マンション管理に関係ない者も思わず引き込まれてしまうだろう。たとえば、管理費滞納者の部屋への水道管を撤去してしまう荒技。また、それでもゴネる困った住人を一発逆転の判例でギャフンといわせる一節は何ともスリリングで、そのまま劇画にしても通用しそうだ。

著者の所有するリゾートマンションで、管理会社から大規模改修に30万の追加負担を求められたことから話は始まる。普通なら「なんでそんな負担が出るんだよ〜」といいつつ払ってしまうが、著者は領収書一枚一枚を監査し、ついに3000万円の使途不明金を見つける。ついにその金を管理会社に支払わせ、改修も組合自主発注で当初見積もりの半額近い値でできた。本書ではマンション管理のコストを徹底的に下げるアイデアが随所にちりばめられている。

著者はマンション管理を「趣味」と言い切る。「参加するのに数千万もかかる、これほどリッチな趣味はない」という。マンションの管理組合なんて、めんどくさいだけだろうと思うが、考えようもあるんだな、と感心した。しかし読むと、管理会社と折衝したり管理費滞納者と裁判したり、改修の監理をしたりと、やはり死ぬほど面倒くさい。また、自主管理の場合、住人から集めた数億という金を管理組合というあいまいな組織が握ることになる。著者は金が不正使用されないような仕組みを作ることに腐心するのだが、あれこれ心配の種が尽きず、区分所有ってほとほと嫌だな、と賃貸住まいの身には感じた。
