『黒字亡国』というタイトルで思い出されるのは著名な国際的経済学者である佐藤隆三氏の『円高亡国論』である。円高は国際収支の黒字の累積によって生じる。したがって本書は分析の歩をさらに一歩進めたものであってほしい。
経済的議論に関する限り両書は基本的に同じ視点に立っている。黒字の累積が円高をもたらし経済を衰退させ国を亡ぼす。そしてその原因はほかでもない日本の輸出振興政策である。累積される黒字は日本に戻れずドルのまま留まり、アメリカの金融システムに流れ込んでアメリカの消費者を潤している。その結果失われるのは肝心の日本の消費者の購買力である。三国氏はここに円高のみならず日本の長期にわたる深刻なデフレの原因を突き止める。
必要なのは輸出ではなく輸入（消費）振興策である。失われているのは現在の購買力だけではない。将来の購買力として蓄えられているはずの外貨準備はすでに巨額の損失を積上げている。しかもこのような形での黒字の累積が深刻なデフレを結果するものであればその損失はさらに計り知れない。このように、変化を拒む頑迷な日本の政策が正にデフレ政策の根幹をなすものであることに正面から立ち向かっているところに三国氏の独創性がある。
本書はまたこのような経済的な議論の裏付けとして国際的な政治力学を効果的にクローズアップさせている。とりわけ同じ敗戦国であった西ドイツを始めとするヨーロッパ諸国のドル問題へのしたたかな対処の仕方は日本政府のナイーブさを浮き彫りにして見せる。EUもユーロも生まれるべくして生まれた。著者は日本を「（通貨）植民地」と規定しているがそれは十分に説得的である。

本書の「序にかえて」に、以下のような例示がある。

バブル期の銀座のクラブから目玉の飛び出るような請求書が来た。が、現金払いではなく「ツケ」にしてくれる。高級クラブもある程度賑わっていたが、代金の回収は進まず、資金繰りはけっこうたいへんだっただろう。

つまり現在のデフレの原因と同じであるという。
経済は門外漢の私だが、このような例えが多く紹介されているため、著者の主張する「黒字亡国」の考え方がよく理解できた。

大学の授業で教授が言われたことがずっと頭に残っていた。
「日本は貿易で儲けてもその黒字はそっくりアメリカに移ってるんですよ」
授業ではその仕組みには触れなかったので、この本を読んだしだいである。

日本はアメリカの植民地とよく言われる。
それはいったいどういうことか。
この本は日本が搾取されるているシステムを合理的に説明していると思った。

経済をあまり興味ない人にとって、はじめ金利・国債・為替の関連性を理解するのは少し骨が折れるかもしれないが、難しくはないので覚えて読んでみて欲しいと思う。
