マクロな視点でナチスのユダヤ人政策の過程を書いた本書は、ナチスが強権性を強めるにつれ、始めは財産収奪など社会からの追放だった差別政策が、やがてゲットーなどの物理的隔離、ついに絶滅へと進んでいく様子を冷静に記述している。個別の悲劇は日本でも紹介されることは多いが、ナチスの政策決定についてはヴァンゼー会議が取り上げられる程度で、歴史を一貫して振り返った本はあまりない。著者の前作「武装SS」も組織図や拡大の経緯が書き込まれてよかったが、本書も丁寧に政策史を追ったほか、収容所での行為も多く記されている。ホロコーストはドイツの行為だったのでドイツ国内での被害者が多いのかと思っていたのが、著者作成の表を見るとポーランド在住者が半分を占めていることに気づいた。

縦書きの本文に対し、人物解説を横組みにしたほか、年表が付記され読みやすい。また、文末に独米で議論された「独ソ戦でホロコーストになってしまったのか、当初からナチスは絶滅を意図していたのか」の論争やホロコーストへのヒトラーの関与の問題など、簡潔なホロコースト研究史の推移が紹介されており、日本国内だけで議論されがちなホロコースト論について、広い視野を与えてくれる。著者は文末で「書き足りないことが多すぎる」としているが、新書の読者にとっては適切な内容、分量になっていると思う。

20世紀最大の惨事と言われながらも、ホロコーストについては記録が少ない。何より当事者であるユダヤ人がほとんど存在していない。さらに、敗戦と同時に資料の多くが処分されたし、ヒトラー自身がユダヤ人政策についての命令は口頭で行い、幹部が具体化するという形態をとっていたためでもある。
それゆえ、ユダヤ人問題の「最終解決」が、いつ・どのような契機で決定されたのか、未だに不明であり、ヒトラーの意図に帰する意図派と、当時のナチスと官僚機構との総合的犯罪であるとする機能派との論争・検証（中にはヒトラーはホロコーストに関与していないとする議論まである）が続いている。そのために、多くの人にとってホロコーストは「ナチスがユダヤ人を、強制収容所で絶滅しようとした政策」という認識以上の理解はなされていないし、そこから先には誤解も多い。
本書はホロコーストをめぐる私たちの漠然としたイメージから一歩踏み込んで、誰が、どこで、なにをしてきたのか、新書サイズでありながら正確な理解を目指した良書だと思う。
ヒルバーグの本格的著作を読む前の入門編として最適。

ドイツ現代史の専門家として有名な芝氏による基本的解説書です。
歴史学者としては書き足りないところがたくさんあるようですが、
内容もコンパクトにまとめられており、基本的という評価を越える内容の豊富さです。
やはりホロコーストが議題なら３巻くらい欲しいところですね……
