国際関係を学ぶにあたり、まず読んで損は無い本です。30年以上前に書かれたものでありながら、国際政治に内在する問題点の核心を突いており、内容はいまだ輝き続けています。日本の国際関係系の著作でロングセラーになっているのはこの本くらいではないでしょうか。安易にわかりやすく書かれていながら、その内容は国際関係という学問を学べば学ぶほど逆に大きな示唆を与えてくれます。（見開きに国際政治学の「入門書」などと書かれているが、そんな単純なものではありません。）少なくとも自分にとってはいつも側に置いて、何度も読み返したい名著と断言できます。

本書はいまだに絶版になっていない希少な中公新書の一つで、
初版は1966年となっていることから分かるとおり、
当然のことながら現代に至るまでのおよそ40年分の国際政治
の動向に関する記述が欠落してます。
しかし、古臭さを全く感じさせないどころか、
国際政治の見方というか座標軸の持ち方に関する考え方は、
政治的な主張や立場が違う方でも、読み価値はあると思います。

日本を代表する国際政治学者、高坂正尭による国際政治学のテキスト。

「平和な国家は、その独立を守るだけの力を持っていなくてはならないが、その軍備によって
国家が軍国主義化されていてはならないし、その軍備を十分に規制することができなくてはな
らない。経済的に言えば、他国に支配されざるをえない国家も、他国を支配しなければならな
い国家も、ともに平和な国家ではない。そして、国家の権力は制約されていなければならず、
言論の自由の欠如、多数の専制、ある理念への狂信などは、国家権力の制約をいちじるしく困
難にするものとしてしりぞけられなくてはならない。」(p.191)

「現在の国家間の対立を、あたかも単純な力の闘争であるかのように考え、そのようなものと
して対処していく現実主義は、このような国際政治の本質に根ざす困難の認識に根ざしてい
る。その困難の認識から、異なった正義の対立という事態の本質をあえて棚上げにして、それ
から現れる力の闘争という現象にだけ対策をしぼろうとする。」(p.198)

本書は、リアリズムの視点から国際政治を見つめている。しかし、リアリズムに基づきながら
も、国際連合の権威を高めていくことによって秩序の安定を目指す方法は、ネオリベラル制度
論に通じる議論だと言える。著者は、そこに「力と利益の考慮によって動く現実主義者にも要
請されている最小限の道徳的要請」(p.202)があることを認めている。規範的な側面から国際政
治を分析することを完全に否定したわけではない点には、注意を払っておきたい。
