　短い評論をまとめた体裁の本である。
　ただ、中心部分はシリーズものになっており、表題にいうごとく、世界史から取材している。
　当時の世相を繁栄して、バブルについて語っている。いわく、成長期の国がバブルを起こす。貯蓄が厚いからバブルが起きる。だからバブルがその国の命取りになることは、まれである・・云々。
　ほかにも、イギリスの１８世紀を検証しつつ、よい政治についての考察も語られる。いわく、偉大な政治家や良い政治なしで済むことの方が幸せではないか。ナルーやチトーが偉大であったとして、彼らの国は長く苦しんでいるではないか。
　
　私はすでに何回も本書を読み返しているが、年をとり、歴史を知るにつれて、著者の言っている事の深みが理解できる気がする。

この本は新潮社の月刊誌「FORESIGHT」誌上に1991年1月号より1994年11月号まで連載されたものをまとめたものであるが、著者が96年5月に急逝してしまったので、当時京都大学助教授であった中西寛氏の協力を得て校訂され、96年11月に出版された。

話の一つ一つは大体５ページで完結しているが、後半は「バブルで亡んだ国はない」「政治の良し悪し・近代初期イギリスの政治から」「日本政治史から考える」というテーマで一連の続きものになっている。
登場人物を拾い上げていくと前半だけでも、ロシア皇帝アレキサンダー１世、ヒトラー配下の軍需相シュペール、ワイマール共和国外相シュトレーゼマン、アメリカの戦略家マハン、田沼意次、陸奥宗光、山梨勝之進、石原莞爾と多彩で、内容の深さと面白さは今も変わらない。

著者は京都大学教授でありながらざっくばらんで、晩年はＴＶの「サンデープロジェクト」のコメンテーターとして出演し、独特の語り口で好評を博した。急逝されたのが惜しまれる。
