本書は、英国のロンドンにあるロイター通信に共同通信から出向していた記者が執筆したもので、ロイター通信の創設者であるユーリウス・ロイターの一代記及びその後のロイター通信の略史を扱っている。ロイター通信を設立したのは、ドイツ生まれのユダヤ人である。彼の人生は、波乱に満ちていた。キリスト教に改宗した彼は、19世紀半ば、ドイツからパリに事実上の「亡命」をしている。当時のパリには、圧政のドイツを嫌って、多くの亡命ドイツ人がいたという。その一人としてパリにやってきたロイターは、語学を生かして世界初の通信社アバス通信に就職する。だが、数ヶ月で退職して、自ら通信社を設立する。しかし、失敗。夜逃げ同然にパリのアパートを後にする。その後、仏独国境地帯で通信社を設立するものの、うまくいかず、未だ電信が完備していないロンドンに渡る。３5歳の時であった。ロンドンに渡ったことが、彼を成功に導くことになる。しかし、ロンドンで通信社を設立するものの、事業が順調に伸びていたわけではなく、紆余曲折を経て現在のロイター通信になった。ドイツ生まれでありながら、英国に帰化したロイターは、戦争が起こると、戦争の両当事者に特派員を送り戦争を報道した。戦争報道の中立性と敏速性で、ロイター通信社の名声は徐々に上がっていった。ボーア戦争では、英国軍から英国政府への戦況報告よりも迅速に、ロイター通信者の特派員は、戦果をロンドンに伝達した。ロイター通信社は大英帝国の目であり耳であった、といわれるようになったのも、このような歴史があったからであろう。第二次世界大戦では、英国政府がロイター通信を御用通信社にしようという企てを跳ね除け、現在の通信社の基礎を築いたという。本書は、ロイター通信の創設者のロイターに焦点を当てているため、現在の世界の国際通信社の歴史は、対象外となっている。その分、あとがきで多少の補足はあるものの、物足りない感がいなめない。が、ロイター通信の成立ちを知る上では非常に参考になる書籍といえよう。(2009/8/24)
