　中国における農村から都市への出稼ぎ労働者（農民工）の貧困問題は、日本でも新聞やテレビで紹介されるため、ご存じの方も多いだろう。その出稼ぎ労働者が、都市での生活が続き、景気が悪くなったからといって農村に戻るに戻れないといった状況が現在少なからずある。農村を離れている間に自分の土地が奪われたり、農業経験があまりないまま若くして出稼ぎに出たりといった背景がそこにはある。「中国の貧困層はかわいそう」といった理解では済まない、そうした中国社会の複雑な現状について、中国の専門家が語る。
　ドキュメンタリー的な要素と論文的な要素が交互に出てくる構成で、読者が複雑な中国の現状を理解することを容易にしている。ドキュメンタリー的な要素を強くすれば、その場限りの印象論に終わってしまう、論文的な要素を強くすれば、複雑な構図を逐一説明する形になり見通しは悪くなる。調査研究に当たって現場で生活をともにするなどの手法を重視する、著者の研究スタイルゆえだろう、両方の要素があいまって、本書を読みやすいものとしている。
　「中国政府がけしからん」という語り口になっていないことが好印象である。突き詰めれば、中国の政治体制が諸悪の根源ということだろうが、実際、貧困層の中で起きるゴタゴタ、人間ドラマからも目をそらさないことは、現状を変えていくための鍵となる。一気呵成の政治改革は現実には困難であり、また仮にそれができたとしてもそれで社会が本当に良くなるかは疑問である。草の根の民主主義が成熟しない限り、国民の負の部分につけ込んだ形の新しい政治体制が出てくるだけだろう。
　タイトルだけみると、中国を敵視する書籍の一つと思う人もいるかもしれない。しかし、中国人の友人と共に悩み、日本の現状に照らして中国の現状を対岸の火事と思ってはいけないとする著者の姿勢（詳細は「おわりに」に読んでほしい）は、センセーショナルな反中国本とは一線を画す。
