歴史上に数多くの参謀が存在しますが、参謀が独断で作戦を立案し決行することがなぜ許されたのでしょうか。
司馬遼太郎氏、城山三郎氏をはじめ多くの人達が指摘している日本の弱み、最終責任者不在による権力二重構造の組織論が見事に描かれている本です。

また政治とは利権であり、善し悪しは別にして人脈というものが持つ強さを感じずにはいられません。軍部の幹部達が戦後、見事に復活する過程も見えてきます。
非常に有意義な本でしたが、悪名高い７３１部隊の石井中将が、戦犯としての訴追を逃れた理由を知るなど、やり切れなさを同時に感じてしまい星４つとしました。

私の義父は、シベリアに７年抑留され戻ってきた。
あの有名な瀬島さんは、私たちと一緒に苦しい生活を送ってきたんだぞ・・と話を聞いた。

「昭和の影のドン」とも言われた瀬島龍三の人生を通して、日本という国の歴史の一頁をみた。
そして思ったこと。
彼は、分析能力・判断力がずば抜けて秀でていたこと。
官僚としての生き方。
その力は、陸軍参謀本部で如何なく発揮され、その後も伊藤忠、そして国家の中枢にいる人たちからも参謀格として重んじられていたこと。
エリート中のエリート。
その生き方は、もし、会社人間として彼を評価するなら本当にすばらしい人間であるのだろうと思った。
多分の今の日本の教育は、彼のような人間を育てるためにあるのであろう。

しかし、読んで感じたことは、多くの人が苦しみ、死んでいった戦争の中心にいたにも関わらず、彼はその苦しみをほとんど感じなかったであろうということ。
彼の配下に多くの部下がいただろうが、ソレはあくまで駒で、駒にもこころがあるということを理解しない。
（理解する意味も持たない）

私の義父は晩年、近所の教会の前を毎日掃除していた。
シベリア抑留がたたって、体をこわし心臓パイパス手術も行った。
彼は、「ロスケにも悪い人もいれば、良い人もいる」といい、
あんなに苦しい思いをしたのに、
生きるために必死でおぼえた片言のロシア語で、ロシアの人を見かけると笑いながら話しかけていた。　近所の教会の神父に「いつも掃除ありがとう」といわれて、「私はお金の献金はできないが、労働でお返ししますよ」と笑っていた。
貧乏ではあった。　余計なお金はもっていなかった。
料亭にもいかなかった。
けれど、彼はいろいろなものをもっていた。

「瀬島龍三ってね」と義父から聞いて、一度彼の本を読んでみたかった。そして、そんな感想を持ちました。

太平洋戦争から戦後、そして現代に至るまでの日本という社会を瀬島隆三という人物を通して解明していく。なぜ日本が戦争で負けたのか、しかしそれにもかかわらず、戦後に劇的な経済成長をなしえたのか、よく理解できる1冊。戦時中は作戦が失敗しても責任追及はされないが、組織に逆らって正論を唱えると左遷されたという。今の日本が陥っている状況の原因はこのあたりにありそうだと納得してしまった。テンポよく読める本である。
