　ある日突然、東北の一山村が日本から独立する、という筋のユーモア小説である。作者はこの小説を通じて「国家」というものを支える諸制度や権力関係について、日頃このような問題を考える機会に乏しい読者に触れて欲しいと思ったのだろう。そして、作品を読む限りその狙いは見事に成功しているし、ヘタな評論を読むよりもよほど勉強になる。
　しかし、こればかりは好みの問題で仕方がないのだが、文学評論的に言うと、「一般人より能力の劣る人間」を主人公にする、というユーモア小説のパターンを見事に踏襲しているような小説は、個人的には余り好きではないのだ。特に、本小説では必要以上に主人公の喜劇性が強調され過ぎている気がしないでもない。このあたりは好みであろうから、あまり気にされない方にとっては面白く読めると思われる。

　東北の一小村、吉里吉里村が突如、独立を宣言した！　初めは悪い冗談だとして真剣に受け止めなかった日本の政府・マスコミも、矢継ぎ早に打ち出される吉里吉里国の方策の前に徐々に色を失っていった。日本政府は総力を挙げて、吉里吉里国を潰そうとするが・・・・・・
　ひょんなことから吉里吉里国初の入国者となった三文文士、古橋健治を軸に緻密かつ荒唐無稽に語られる、抱腹絶倒の騒動劇。スリル、サスペンス、アクション、ミステリ、ドタバタ、ギャグ、下ネタ、お色気と娯楽小説の要素を全て盛り込み、なおかつ骨太の論理で日本国の愚昧と国民国家の幻想を鋭く穿つ、超弩級の迫力を備えた大作。時にコミカルに、時にシリアスに、作者の胸につかえていたものを全て吐き出した感のあるこの小説には、井上ひさしの真骨頂が表れているといえよう。
　1981年、第２回日本ＳＦ大賞を受賞。また1982年、第33回読売文学賞(小説賞)を受賞。
　作者によると、小説の中で起こる時間と、読者が読んでいる時間が一致するよう計算したため、大長編になったらしい。物語の中では36時間進行するのだが、36時間かけると丁度読み終わる計算だとか（笑）

　著者の博覧強記ぶりが爆裂しているといってよい一冊。わずか一日の出来事を書いているのでちゃんと読むと２４時間で読める、と聞いたことがありますが、ホントでしょうか。確かにやめられないおもしろさはありましたが、さすがに一日で読む時間的余裕がなかったので。
