連戦連勝、破竹の勢いでロシアを破った日本が、何故大幅な
妥協と世間に捉えられているポーツマス条約を結ぶに至ったのか。
著者の「海の史劇」に続いて本書を読めば、日露戦争を背景とした
若き近代国家・日本の試行錯誤、勢力拡大に余念がない
欧米列強の駆け引き合戦など、当時の国内外の社会情勢が実に
よく見えてきます。

それにしても、日本“国民”は随分とおとなしくなったものですねえ。

外交のエッセンスとは交渉だと思いますが、近代日本が経験した交渉の中で最も難しいものの一つがこの日露戦争の講和会議だと思います。そこに全権大使として赴き、ロシアのウィッテ全権と対峙した小村寿太郎外相の言動から、厳しい状況下での交渉というのをどうやるべきかを学ぶことができます。例えば、交渉者の裁量の決め方、情報の取り方、交渉時での態度・駆け引き等、局面局面における重要なポイントが満載されています。

小説としては、淡々とした筆致の中から、職責を全うすることに全力を使う主人公の精神の強靭さを強烈に感じる作品です。

　わが国は、本年（２００５年）９月５日に日露戦争終結のための講和条約であるポーツマス講和条約締結１００周年を迎える。
　本書は、そのポーツマス講和条約の日本側全権として活躍した小村寿太郎のポーツマスにおける数ヶ月の生活を中心に、小村のカウンターパートであったウイッテらとの人間模様を描いた吉村　昭の力作である。
　日本政府は、講和条約締結失敗によるロシアとの更なる戦争の継続は逼迫する財政事情などから国家瓦解につながることを強く認識しながらも、他方、その認識を共有する手段もなく、日本海海戦を筆頭に連戦連勝に沸く国民世論は、戦争継続も辞さない多大の賠償金や領土獲得を求めるという非常に困難な状況下での小村の生き様に小生は胸を打たれた。華やかな外交舞台の裏での駆け引き、暗号表漏洩などの緊迫するシーンをはじめ、わが国を世界の文明国として認知させるべく苦悩する小村と側近たち明治の外交官の生き様、家庭的には恵まれない小村の話などにも読者は大きな関心と共感、そして同情を持つことであろう。
　ポーツマス講和条約締結１００周年という記念すべき年にぜひ読みたい本の１冊として強く推薦する。
