山崎豊子の戦争三部作の1つで彼女にとっての最長の作。
主人公は伊藤忠商事の瀬島龍三元会長（元陸軍中佐）がモデルといわれている。
ドラマ化を機に読み返しており、シベリア抑留が強烈なインパクトだが、一番印象に残るのはこの巻の主人公の親友の空将補の言。

「俺が防衛庁に入ったのは、警察予備隊以来のマッカーサーの手紙一本で作られた自衛隊を、日本の国民に支持される自衛隊にしたいという理想を持って入ったのだ。
軍国主義の手先だとか税金の無駄遣いだと非難され、石を投げられる自衛隊では無意義だ。
どんな綺麗ごとを並べようと独立国として国際社会の中に伍していくためにはどうしても最小限の武装は必要であり、戦争をしない、いや戦争をさせないための役に立つ自衛隊とはどんなものであるか、それを政治家や内局に対して強く訴え、国民にも納得してもらえる自衛隊にしたい。」

「憲法九条の規定のある日本では非武装中立という強い論議があり、その中で強い防衛力を整備していこうという自分の意見はいつも白い目で見られる。
しかし戦争の悲惨さは、軍人としてこの前の大戦を経験した自分たちが一番よく知っており、日本が平和国家であり続けることは絶対の理想だ。
だがそのためにはどこからも手出しをさせないだけの強い防衛力が必要で、日米安保条約が存在していても、自分の国も独立は自分の力で守る義務がある。」

ドラマでは柳葉敏郎が演じるようだがこの台詞は出てくるだろうか。

シベリアから帰還後、商社に入社した主人公が初めて大きなプロジェクトを率いて活躍していくのがこの第2巻です。
戦後の日本の再建を目指し、防衛という目的から使う戦闘機を選択するのに、そこには戦闘機の能力や安全性を無視した、欲深い政治家や官僚たちの目論見が働いていることに気付いた主人公の壱岐は、なんとしても国のために目的に見合った戦闘機を国が選択するよう、手を尽くして働きかけます。しかし複数の商社、政治家、そして自衛隊をまきこんだ争いは熾烈を極まり、はらった犠牲も大きくなるのです…
軍人として祖国に尽くし、戦後は軍人であるがために祖国からうとまれる壱岐ですが、国への愛は不変のようです。
国、会社への忠誠心はもとより、壱岐の頭の切れのよさ、ビジネスマンとしての勘とセンスの良さ、判断の早さと適切さにも魅せられるものがあります。

壱岐は商社マンになっても、組織をまとめ上げることにすばらしい能力を発揮してます。

第１に目的を決め、目的達成のための方策を考え、実行するための部署を作ること。
第２に適材適所に人員を配置し、チームワークを組ませること。
第３はいかなる事態に対しても、迅速に総合力を発揮する機動力が大切であるということだ。

軍は国家目的を達成するために命令によって兵隊を動かす事ができる。
企業は自由意志を持った人間の集団であるから、社員が納得し、
自覚して案件の遂行に持っていかなくてはならない。

その辺のビジネス書より、ビジネスに役にたつね。
すごい本です。
